Lucy Calkins News
Schools soon after becoming office One of the most well-liked reading initiatives in the city’s public schools—one that his forebears had long supported—was targeted by Chancellor David Banks. The programme, which was developed by Lucy Calkins at Columbia’s Teachers College, “has not worked,” he declared. “We’ll be looking to take a very different approach,” the speaker said.
A Teachers College reading programme was utilised by hundreds of NYC elementary schools, but banks claimed it “has not worked.”
Banks and Mayor Eric Adams have committed to change how kids are taught to read in elementary schools. City officials believe that the Teachers College model relies too much on autonomous reading without providing enough specific instruction on the link between sounds and letters, or phonics, putting many pupils in trouble, supported by a growing chorus of literacy specialists.
The extent to which the curriculum has become ingrained in the classrooms educating the city’s youngest pupils is revealed for the first time in data collected by THE CITY and Chalkbeat, as well as how challenging it may be for students to unwind.
According to data obtained through a public records request that took the city’s education department nearly three years to fulfil, 48% of the nearly 600 public elementary schools that responded to a 2019 curriculum survey stated that they were using the Teachers College reading programme alone or in conjunction with other curricula. At the time, it was by far the most well-liked reading programme.

Officials have started to address some of the main issues with the curriculum, in their opinion. The education department requires that each school choose an additional phonics programme in grades K–2 in addition to their reading curriculum as of the current academic year. Additionally, they are educating school administrators about how kids learn to read and the most effective ways to teach literacy skills.
However, the city has not explicitly asked schools to stop using Teachers College or some of its dubious methods, such as three-cueing, which involves asking pupils to guess the meaning of words by looking at pictures rather than by sounding them out. A department spokesman failed to respond to inquiries about how the city tracks whether adjustments are being made in schools.
One education department employee with knowledge of the city’s literacy initiatives who spoke on the condition of anonymity said, “Even with the phonics mandate, there are still schools not doing what Banks has asked them to do, and it’s unclear what the accountability situation is.”
Classroom practises will probably alter gradually because school administrators have almost total latitude to choose their own curricula and because many instructors have obtained their training directly from instructors College. Since the poll was done, some schools have moved independently away from Teachers College, while others still use it.
