On July 27, 2023, Abu Hafs al-Hashimi al-Qurashi was appointed the fifth caliph (head) of the Islamic State, after the country’s fourth caliph Abu Hussein al-Qurashi was killed in clashes in Syria’s Idlib province. Al-Furqan, the media arm of the Islamic State (ISIS) Central Command, released a 13-minute audio message from the group’s new spokesman, Abu Hodhayfa Al-Ansari, announcing al-Qurashi’s appointment. Ansari announced that the Islamic State Shura Council elected Gulasi as the fifth leader of the conference. He later said Qurashi was a wise and resourceful leader who fought against the Crusaders and urged Islamic State militants to follow his orders. He said,
He accepted the oath, immediately raised the flag and started marching to supervise his duties.Oh, soldiers of the caliphate in the provinces, hurry up and swear allegiance [to the Caliph]”
