Arun Kumar is an Indian Railway Protection Force officer of the 1985 batch. He is currently serving as Director General, Railway Protection Force, till his retirement on June 30, 2021 or further notice, whichever is earlier.

IPS Arun Kumar is an honest, sharp and tough police officer. He was recruited as IPS in 1985 and was posted in the Uttar Pradesh cadre. Kumar has served in several senior positions including CBI, BSF, CRPF and Uttar Pradesh Police.
Ranking and Promotions
As per the regulations, he was awarded the rank of Senior Police Officer in 1989 and the Selection Grade in 1998. Thereafter, he was promoted to the grade of DIG in 2001, IG in 2006, ADG of Uttar Pradesh in 2012 and finally assumed the highest police post – Director General of Police (DG) of Uttar Pradesh in 2016. He is currently serving as the Director General of Railway Protection Force (RPF) in New Delhi.
Some high-profile cases
- He was the head and the driving force behind the formation of India’s first Special Task Force (STF) in 1998, which was set up to nab the dreaded mafia don and hit man Shree Prakash Shukla.
- While serving as DIG of the Central Bureau of Investigation, he led a team investigating the Telgi stamp scam of 2004 involving Rs 32,000 crore.
- He was the first officer to investigate the 2006 Nitari killing.
- He was the first police officer to investigate the 2008 Aarushi Talwar murder case.
- As ADG of Uttar Pradesh, he was in charge of security and quelled the 2013 Hindu-Muslim riots in Muzaffarnagar.

- Nithari murder case: Arun Kumar, then CBI investigation team chief, claimed that only caretaker Kohli was involved in the heinous rape and murder that took place at Pandheer’s Noida residence. “Pandheer never imagined that Surinder Kohli (his servant) would murder anyone as he considered him a docile person,” he reported in a press conference. “Pandheer never went to the servant’s bathroom where the body was mutilated.” However, later, another CBI investigation found that the homeowner Pandheer was also involved in some of the serial rapes and murders.
- Aarushi Talwar murder case: Arun Kumar had led the first CBI team probing the controversial 2008 double murder case in Noida of 13-year-old Aarushi Talwar and 45-year-old domestic servant Hemraj. In July 2008, Kumar stated in his findings that three domestic servants, Vijay Mandal, Krishna and Rajkumar, were involved in the murders of Arushi Talwar and Hemraj. The CBI court rejected Arun Kumar’s claims and formed a second CBI team to investigate the murders. However, about 100 days later, on September 9, 2008, the second CBI team confirmed that there was no evidence to incriminate any of the domestic servants and therefore no charges could be filed against them. Despite different conclusions reached by different investigation teams, the case remained unsolved.
- Muzaffarnagar Riots: Arun Kumar was responsible for overseeing security and controlling the situation during the 2013 Muzaffarnagar riots between Hindus and Muslims. He camped in Muzaffarnagar during the clashes and kept a close eye on the situation. The riots left at least 62 people dead, including 42 Muslims and 20 Hindus, 93 injured and thousands displaced. After the riots, Kumar came across as a case of improper political interference and was not given a free hand in the investigation. He subsequently wrote to the Uttar Pradesh government, seeking transfer out of Uttar Pradesh and seeking a central delegation. However, the then Uttar Pradesh Chief Minister Akhilesh Yadav came under heavy fire on senior police officer Arun Kumar, holding him accountable for his failure to control communal violence in Muzaffarnagar. Kumar was stripped of his post as Deputy Director General (Law and Order) of Uttar Pradesh and sent to a central delegation.

Facts/Trivia
- Deputy Chief of Police Arun Kumar played a major role in forming India’s first special task force, which was set up to curb the sharp rise in crime in Uttar Pradesh. He was even the first senior superintendent of police of the special task force. The special task force has indeed proved to be very successful in catching criminals and curbing crime in Uttar Pradesh.
- Super cop Arun Kumar advised police officers to always treat the public with kindness and he kept a visitor register at police stations and police stations. There used to be a column in the register to record comments on how the police officers treated them. If any visitor mentioned about ill-treatment, strict action was taken against the police officer concerned.
- In 2005, Indian film director Kabir Kaushik released a thriller, Sehar, based on the true story of Indian policeman Arun Kumar during his time as the Senior Superintendent of Police in Lucknow. Bollywood actor Arshad Warsi played the lead role of Arun Kumar in the film.
- In another Bollywood film, Talwar, Irrfan Khan played the role of then CBI joint director Arun Kumar, who was investigating in the 2008 Noida double murder case.
