Chandrakala was born on 27 September 1979 (40 years old; as of 2019) in Garjanapalli, Yellareddy Mandal, Karimnagar, Andhra Pradesh (now in Telangana). She received her education at Kendriya Vidyalaya in Ramagundam. Later, she moved to Hyderabad to pursue her graduation. She received her BA in Geography from Koti Women’s College, Osmania University, Hyderabad. Additionally, she received her Master’s degree in Economics from Osmania University, Hyderabad through distance learning. Chandrakala topped the Andhra Pradesh Public Service Commission Group-I service and was appointed as Deputy Registrar of Cooperative Societies. She prepared for and appeared for the Civil Services Examination with the help of her husband and secured 409th rank in her fourth attempt.

Chandrakala was born into a Hindu family of the Banjara tribe (scheduled tribe), to B. Kishan and B. Lakshmi. Her father is a retired senior technician at Ramagundan Fertilizer Company in India, and her mother is an entrepreneur. Chandrakara is the third child of her parents. Her elder brother B. Raghuveer is a technical officer in the DLRL organization and younger brother B. Mahaveer is a banker with the State Bank of India in Ramagundam, Karimnagar. She also has a sister, B. Meena, who works in the beauty industry.
Chandrakala married A Ramulu, executive engineer of the Ramsagar project, when she was in her second year of undergraduate studies. The couple has a daughter, Kirthi Chandra.

After clearing the civil services examination, Chandrakala became an IAS officer in UP Cadre in 2008. In 2009, she was appointed as Chief Development Officer, Allahabad. Later, in 2010, Chandrakala became the SDM of Allahabad. She was appointed district judge in Hamirpur (2012), Mathura (2014), Duranshahr (2015) and Binol (2016). She also served as district judge of Meerut district in 2016. She became the second woman district judge in Mathura district after Anita Meshram.
In March 2017, Chandrakala served as Director of Swachh Bharat Mission and Deputy Minister of Drinking Water and Sanitation, New Delhi. During this period, she was appointed as the personal secretary to Sadhvi Niranjan Jyoti. In 2017, she was selected as Madhamik Siksha Vibhag’s ‘Special Secretary’. She is an active member of social networking sites and an internet phenomenon with a huge fan following. She has a huge fan base on social networking sites. In 2017, a video of her shouting at Uttar Pradesh officials and contractors over damaged newly paved roads went viral. She is known as the most honest and hard-working official in the media industry. In the latter case, she also reprimanded a government teacher for poor teaching and administrative misconduct.
