The police were called and came to a nearby house where the nine-year-old boy was given first aid.

He was rushed to the hospital, but unfortunately he could not be saved and was pronounced dead soon after.

A 47-year-old man has now been arrested on suspicion of child neglect and remains in police custody.

Devon and Cornwall Police confirmed the young man’s death was being treated as “unexplained”.

Detective Inspector Jen Rose said: “I am appealing for anyone who was in Drew Street, Penn Lane, Castor Road, Greenswood Road and Bolton Street between 5pm and 7pm and may have witnessed the incident to come forward.

“We believe there were members of the public who tried to speak to the man and child.

“I would ask anyone who has not yet spoken to the police, anyone who has any footage, including dashcam, mobile phone and doorbell footage, to come forward.”

Anyone with information can call police on 101 on extension 580 from January 28.
