The last straw must have come from the Skrulls, who led President Ritson in declaring war on all alien life on Earth. Ross must be using events like this to portray himself as a president who will bring peace to ordinary humans.

The absence of Steve Rogers allows Ross to manipulate Rogers’ successor, as Ross can use Captain America’s likeness to gain credibility for himself. However, Sam Wilson would not blindly follow orders, and it was only a matter of time before he rebelled against President Ross and the administration. Therefore, without the Avengers’ control, Ross could potentially take it upon himself to shape Superman’s affairs to his own will.
From his personal hatred of the Hulk to his disdain for Steve Rogers’ team Captain America: Civil WarPresident Ross has always shown a certain disdain for Superman. But Rose’s disdain could also be read as jealousy. The return of Samuel Sterns provides the perfect opportunity for President Ross to let his instincts kick in and try out some gamma-infused super-soldier serum to turn Bruce Banner into the Hulk.Once transformed into Red Hulk Captain America: Brave New World, Ross doesn’t have to manipulate anyone anymore. Now, the power he has sought will be his and his only.
