Channel 4 star battles to keep bikini sunroom she built in £4m home in bitter neighbour spy row

A CHANNEL 4 star could be forced to knock down the bikini sunroom at her £4million home amid a heated row with a neighbour.

Celebrity interior designer Celia Sawyer, known as ‘Mrs Bling’, has been involved in a privacy battle with Neil Kennedy, who lives next door to her in affluent Sandbanks, Dorset.

Mr Kennedy, a retired accountant, built a balcony which Celia claims overlooks her garden – where she regularly lies in a bikini.

Celia – who stars in Channel 4’s Four Rooms – and her husband Nick strongly opposed the construction of the feature film, which sits on the third floor of the mansion overlooking Poole Harbour.

Mr Kennedy was forced to apply for retrospective balcony planning permission which was granted by Bournemouth Christchurch and Poole (BCP) Council.

Celia previously slammed the decision, telling MailOnline: “I think it’s appalling that my neighbor has windows looking into someone’s house.

“To say that it’s not a matter of viewing or invasion of privacy because it’s a bathroom is absolute nonsense.

“It doesn’t make me feel good to know that he can stand on his balcony and look at our garden while I’m in a bikini.”

After permission was granted, BCP received an anonymous complaint that Celia’s glass sunroom – which was installed in 2020 – also did not have planning permission.

Now Celia has been invited to submit a retrospective planning application, but the sundeck is so close to the water’s edge that there is a high risk of flooding.

Buildings should not normally be built in such places.

A decision on the matter should be made this week.

Celia may have to demolish the sundeck if she is denied permission.

Both Celia and Mr. Kennedy declined to comment.

The properties have rear gardens that back onto the water and have panoramic views over Poole Harbour.

Celia bought her property with Nick for £2.7m in 2007 and the house is now worth more than £4m.

Celia and her husband did not object to Mr Kennedy’s initial plans to knock down the £2m bungalow next to their home.

He planned to replace it with a three-story house, but the couple said their neighbor did not comply with the original proposals.

The couple also claim windows were added to both sides of the new property, meaning their neighbor could look directly into their house.

BCP was unable to comment as the issue relates to the live application.

What are your rights to retrospective planning?

A local planning authority can request a retrospective application, according to Gov.uk.

You should submit your application without delay.

Although the local planning authority may request an application, you should not assume that permission will be granted.

A person who has undertaken unauthorized construction has only one chance to obtain a building permit after the event.

This can be through a retrospective planning application or an appeal against an enforcement notice – on the basis that planning permission should be granted or conditions should be removed.

A local planning authority can refuse a retrospective planning application if an enforcement notice has previously been issued.

No appeal can be lodged if the enforcement notice was issued within the time allowed for deciding the application for retrospective planning.

Channel 4’s Four Rooms has a permanent line-up of 12 art, antiques and collectables dealers waiting in four separate rooms, each ready to spend their own fortune if the right item walks through their door.

Citizens come to sell things in the hope of leaving with money that will change their lives.

Sellers do their best to convince merchants that their treasure is the real deal, while merchants must discover the true value of the item.
