Biography/Wiki
He was born into a Christian family on March 25, 1964 in Matam, Kerala, India. He completed his M.F.A. Guru Nanak Dev University (National Defense University) in Amritsar, Punjab. Franco completed his Ph.D. from alphonse academy In Rome, Italy.
Profession
On January 17, 2009, he was appointed Auxiliary Bishop of Delhi. On the same day, he was appointed titular bishop of Chulu, Azerbaijan. On June 13, 2013, he was appointed Bishop of Jalandhar by Pope Francis.
dispute
In June 2018, he was accused of rape by a nun in Kerala. The nun claimed she was raped 13 times by Mulakkal between 2014 and 2016. She filed a complaint under Section 164 of the Indian Criminal Procedure Code. Three other nuns accused him of sexual misconduct. He temporarily resigned on September 15, 2018.

- Franco also served as secretary of the regional bishops’ conference of North India and as an advisor to the Pontifical Council for Interreligious Dialogue in Rome, Italy.
- He was quickly acquitted by the Kerala High Court in the rape case. Nunn expressed her sadness, “We now feel the investigation may have been swept under the rug. Even the courts have denied us justice.”
