Profession
Harsh joined the Indian National Congress in 1972 and began his political career. He was elected as the former Member of Parliament for Chamba Province three times in 1993, 1998 and 2003. In 1989, he was appointed President of Himachal Pradesh Youth Congress (1986-1995). In 1993, he became the Parliamentary Secretary of the Himachal Pradesh Legislative Assembly. In 1998, he was reappointed as Parliamentary Secretary of the State Legislative Assembly. In 2003, he served as Cabinet Minister of Animal Husbandry. In 2007, he retired from electoral politics. He served as Chairman of Himachal Pradesh Cooperation Department from 2013 to 2018. He served as the vice-president and general secretary of the Himachal Pradesh Congress for thirty-five years from 1987 to 2022. He also served as Chairman of National Cooperative Bank from 2013 to 2017. Under his leadership, the bank received three national awards. In 2022, he left the Indian National Congress. On September 28, 2022, he joined the Bharatiya Janata Party.

- In 2022, Harsh left the Congress and joined the BJP in the presence of Union Minister Piyush Goyal and party general secretary Vinod Tawade in New Delhi. When explaining his reasons for quitting the party, he said:
I’ve been in Congress for about 45 years. I didn’t lose the election. Congress was there till Virbhadra Singh was there. Today, Congress has become directionless. There is no vision and no leadership. After the death of Virbhadra Singh, there was nothing left of the Congress in the state. The Congress will not win in Himachal Pradesh and the BJP will win again. Prime Minister Modi is the only leader who can take the country forward. “
- In an interview, he accused the Congress party of nepotism by talking about HPCC chief Pratibha Singh and her MLA son Vikramaditya Singh and said the Congress The major parties have become “visionless, directionless, leadershipless” and are ruled by “maa-beta” like Delhi.
