Dr. Kashmir Singh was born on Saturday 30th June 1951 in Kutana Village, Rohtak, Haryana (71 years; till 2022). His zodiac sign is Cancer. He attended a local school and later earned a Bachelor of Science degree from Rohtak. From 1971 to 1977, he did his MSc in Mycology and Phytopathology and PhD in Phytopathology at the Indian Institute of Agricultural Research, New Delhi. He competed in track and field in college and was named the best athlete by the Indian Institute of Agricultural Research, New Delhi for two consecutive years. He participated in drama and singing competitions. He served as a member of the university’s student council and as athletic secretary.

In June 1978, he joined the Police Force of Uttar Pradesh, India. He joined the North after training at the Lal Bahadur Shastri National Academy of Administration in Mussoorie, the National Civil Defense Academy in Nagpur, the National Police Academy in Hyderabad and the Police Training Academy in Moradabad. He then served as Agra ASP and Kanpur ASP before being promoted to Additional Superintendent. He was appointed for SP Rural Areas, Meerut and Aligarh followed by SP City, Bareilly and Moradabad. He was appointed as District Governor of Ghazipur, Rakhimpur Shiri, Binol, Firozabad districts. Subsequently, he served as Senior Superintendent of Police (SSP) Prayagraj (then Allahabad), SSP Meerut and commanded Pradshik Armed Police Battalion (PAC). He is responsible for Deputy Inspector General of Police, (DIG) Lucknow Scope, DIG PAC, DIG Economic Crime and Civil Defence. He was promoted to Inspector General (IGP) and in-charge of IG PAC and Secretary UP Police Sports Control Board, IG Housing and Welfare, Telecom Secretary to UP Chief Minister in charge of Home Department and Sports Department, IG Border District, IG Varanasi District and IG personnel. He was promoted to the rank of Additional Inspector General of Police. In 2008, he was transferred to the Ministry of Home Affairs, Government of India, as Joint Secretary. He handles various issues such as development of critical infrastructure, school health facilities, drinking water management, skill development programs, compensation of affected victims of violence and atrocities, rehabilitation of affected displaced tribal populations and forests of tribal populations implementation of rights. In October 2010, he joined CISF as additional director-general and head of CISF’s airport department, responsible for security at all major airports in the country. The introduction of CISF to Metro was first undertaken under his supervision. He retired from CISF in June 2011.
