It is the latest illustration of the fallout from the Justice Department and Securities and Exchange Commission investigation into Morgan Stanley’s block trading operation, which intensified after the bankruptcy of Bill Hwang’s Archegos Capital Management last year.

Block transactions are large sales of shares made by an investment bank, usually on behalf of a client, and can affect markets. The US authorities are verifying whether investors were notified in advance of any operations.

Along with related research into the use of personal cell phones by bankers to interact with clients and counterparties, increased scrutiny of block trading has emerged as one of the key legal dangers facing Wall Street organizations.

Charles Leisure, another employee at Morgan Stanley’s stock syndicates division, was furloughed last week, according to people familiar with the situation. News of Leisure’s departure was originally reported by Bloomberg on Friday. Passi and Leisure have not been charged with misconduct. The bank has not confirmed the absence of any employees.
