The culprit in the Bulli Bai App case
In 2022, Neeraj was arrested from his hometown Jorhat after he was found to be the creator of the Bulli Bai app. He was detained by police for seven days. The application is made on the GitHub platform and the purpose of the application is to trade Muslim women. On the app, photos of Muslim journalists and actresses were uploaded without permission. In 2022, a journalist claimed that the term “Bulli Bai” was used to insult Muslim women. After Neeraj was arrested by the police, reports emerged that the content selling women on the app was fake and created just to offend women with Muslim ideologies. Three other people were in police custody before his arrest in connection with the case. Neeraj created a number of different Twitter handles through which he posted offensive content on the platform. He also tried to mislead police through one of his Twitter accounts. On June 21, 2022, a Mumbai court granted bail to Bishnoi and two others with a bail of Rs 10 lakh. 50,000 per person.

- Neeraj scored 86% in class 10th. He received a laptop as a gift from the Assam government. His father said in an interview that he was alone and did not have many friends. He further added,
He would work on his laptop until very late…usually after midnight. We don’t know what he’s doing. My wife and I often tell him to stop, and he always responds, “Just five more minutes.”
- During the investigation, he revealed that he had been interested in hackers since he was a child and started practicing hacking at the age of fifteen.
- He reportedly used various online platforms to express his thoughts on Hinduism, technology and women. In some posts on the online forum Quora, he tried to express the superiority of Hinduism to other religions. He also questioned whether actress Sunny Leone spent her childhood working on adult websites. He expressed his views on Hinduism in a post on the forum, saying:
A religion that believes that increasing the number of followers will improve social status cannot be considered a religion, especially one that believes that killing followers of other religions will provide a ticket to heaven. I’m not pointing at anyone. I don’t mean any religion. My words are enough! “
- A prominent media outlet released a video in which Neeraj was detained by the police.

- Neeraj’s arrest came after female journalist Ismat Ara filed an FIR against the app, which was used to humiliate Muslim women. She addressed this in a post, saying:

- Mumbai Police has called Neeraj the “mastermind” of the Bulli Bai App case.
- His university demoted him after he was found to be the creator of the app. The university issued a statement saying,
Tech since September 2020 through online courses. He was arrested by Delhi Police for his alleged involvement in Bulli Bai app. The university has suspended Niraj Bishnoi with immediate effect in view of the disgrace he has brought to the university and defamation of its reputation. “
