THE OWNER of the vicious XL Bullys who mauled a man to death boasted his dog was “f***ing mean looking” before the frenzied attack.

Price rushed to 89-year-old Beryl Price’s house opposite his when the critters escaped from the ground floor flat into her front garden.

Neighbors told how the XL Bullies attacked Ian, 52, in a “fury” as the neighbor tried to beat them with bats.

Armed police and a dog unit rushed to Stonnall, Staffs, shortly after 3pm on Thursday.

Serviceman and Aston Villa supporter Ian was taken to hospital in Birmingham where he died that evening – the sixth person killed in a dog attack in England this year.

Yesterday, Prime Minister Rishi Sunak vowed to ban the breed by the end of the year, saying: “Clearly this is not a handful of poorly trained dogs, this is a pattern of behavior and it cannot continue.”

One of the pets that attacked Ian died after being choked with a dog pole.

Another was tied up and later given a lethal injection with the consent of the owner, a 30-year-old amateur boxer.

He was arrested on suspicion of manslaughter and keeping dogs dangerously out of control.

He was released on bail this morning.

On their owner’s Facebook page, there is a photo of his child in front of his pets, one of each gender, lying on a sofa.

He describes one as “a mean-looking fucker.” Other photos on his social networks show puppies of the same breed, but different colors.

Locals said he showed up in a van with his child just as dozens of police vehicles arrived.

A witness said: “It was so awful I can hardly talk about it but Ian was crushed to death and it was just horrible.”

She added: “The dogs have been there for about a year.

“They went through the hedge behind the house and appeared in the old lady’s garden.

“Her son came out to protect her.

“We think the dogs were at home alone because there were no cars outside. I guess they escaped through the window.

“Both dogs went after him. Neighbors came to help, but many stood on this side of the fence because they were too scared to interfere.

“One brave man got a big stick and hit the dogs, but they just didn’t pay attention. They were furious.”

Her husband added: “We can’t get our hands on it.

“This is a beautiful, quiet little village.

“If it can happen here, it can happen anywhere.”

A nearby school, St Peter’s Primary Academy, was closed and pupils were kept inside for their safety.

The fatal attack came after footage shared online showed XL Bully attacking a girl, 11, and two men in Bordesley, Birmingham, last Saturday.

Mr Sunak said he shared the nation’s horror at the attack. He ordered ministers to bring together police and experts to define the breed behind the attacks so they could then be outlawed.

The Prime Minister added: “We will then ban the breed under the Dangerous Dogs Act and the laws will be in place until the end of the year.

These dogs are dangerous, I want to assure the public that we will take all necessary steps to protect people.”

Home Affairs Minister Suella Braverman added: “This tragedy highlights the need to ban the American XL Bully.

They are a threat to life and cause unhappiness in our communities.”

It is claimed that the dogs that killed Ian escaped from their home about six months ago and broke into a nearby shop.

A shop worker said: “It was terrifying and everything was reported to the police.”

Victim Ian was married to Heather (50) for 20 years.

They have a son at university and a daughter, 17, plus two dogs – with Ian sharing photos.

In July, he shared a plea to name and shame the attacker filmed punching and kicking a puppy.

Ian repaired doors and cracks in walls as the boss of his own company Belle Arti, which he founded in 2018.

The family lives across the street from Ian’s mom, who has an apartment on the ground floor with a garden in front of the house.

The owner of the dog has been living in the neighboring apartment for about a year with his partner and child. Locals claim that he often leaves the window open while he is out.

One said: “It’s not the first time this has happened.

“About six months ago, they escaped and chased another dog into the Premier shop. The owner and customers hid behind the counter before the dogs left.

“These are big, muscular dogs. They say dogs are only as good as their owners, and they are bred for aggression.”

A neighbor who only gave his name as Matt, 43, said Ian was a “lovely guy”.

He added: “We were both Aston Villa fans and had a chat over the fence. I’m still in shock and I have a lot of anger inside me.

“It could have been me, my wife or any of us in the village.”

Matt was away in Cheshire at the time of the attack.

He added: “As we passed the Royal Oak pub I heard a man say to a policeman: ‘I won’t be able to eat or sleep for the next few weeks after what I saw today’.”

Staffordshire Police said the dogs were believed to be XL Bullies, but tests were being carried out to determine their breed.

A No 10 spokesman said: “Obviously we have been working on some policy around this and you heard from the Home Secretary recently about how to take this forward.

“It is clear that this breed is not defined by law so it is right to take time to consider the best way to put an end to these horrific attacks.”

It is expected that there will be an amnesty period that could last approximately one year for XL Bully owners to apply to keep their dog by showing that they meet certain conditions.

All dogs that have not passed after the amnesty period will be put down.

During the amnesty, dogs may also be subject to restrictions such as neutering, muzzles and leashes.
