He is one of the official recruits of the 50th batch (50 RR) of the Indian Police Service and underwent training at the Sardar Vallabhbhai Patel National Police Academy, Hyderabad.

Pavan Kumar Rai started serving as IPS officer on September 7, 1997. Rai reportedly served as Taran Tarn’s SSP in 2009-10. He played a key role in combating drug-related issues in Punjab before being selected as a central representative in 2010. In the late 2000s, he held the posts of Senior Superintendent of Police (SSP) in Jalandhar and Amritsar, among other posts. He first came into limelight when he was posted to Punjab after 10 kg of heroin was seized from the car of a SAD MLA. At that time, there was a government in Punjab led by Akali Dal, who served as the Supreme Socialist Party of Tarn Taran. Rai is also credited with arresting the son of Punjab police officer Shivkumar in the Jalandhar diamond robbery case. On 1 July 2010, he was appointed as a member of the Central Delegation (Joint Secretary, Cabinet Secretariat, Government of India, New Delhi). There, he joined the Research and Analysis Wing (RAW) of the Indian intelligence agency. In December 2018, Rai was appointed as Joint Secretary (Personnel), Ministry of External Affairs, for a term of three years, replacing Rashmi Ranjan Swain. In the same year Rai was posted to Ottawa as Minister (Ecology, Coordination, Community Affairs) in the Indian High Commission. On January 31, 2023, he was promoted as Additional Director General of Police (ADGP) by the Punjab government. He will retire on October 31, 2030.

September 18, 2023, Canadian Prime Minister Justin Trudeau. While speaking in the House of Commons, he accused the Indian government of assassinating Khalistani activist Hardeep Singh Nijjar. Trudeau claimed that “any foreign government complicit in the killing of Canadian citizens on Canadian soil is an unacceptable violation of our sovereignty.” Following Trudeau’s accusation, Foreign Affairs Minister Melanie Jolly formally announced Canada’s expulsion a senior Indian diplomat. On June 18, 2023, a Canadian Khalistani extremist was shot dead by two unidentified gunmen at the Guru Nanak Sikh Gurudwara venue in Surrey, Canada. He is the leader of the outlawed Khalistan Tiger Force (KTF) and one of India’s most wanted terrorists with a cash bounty of Rs 10 lakh on his head. As a result, the Canadian government expelled Pavan Kumar Rai, the head of India’s intelligence service in Canada. Canada’s foreign ministry disclosed Rye’s identity to Canadian media, violating the practice of not disclosing the names of intelligence agency chiefs, especially when dealing with friendly countries. Apparently, Rai was expelled by the Canadian government over the Indian government’s involvement in the Nijjar assassination when he was the Canadian station chief of the Research and Analysis Wing (RAW), the Indian intelligence agency. On September 19, 2023, the Ministry of Foreign Affairs (MEA) issued a statement rejecting Justin Trudeau’s allegations.
