What if everything you think is true about politics is actually a lie? What if there are no real swing votes in America, or not enough to elect the next president? What if the identity of the Democratic candidate doesn’t really matter? What if there is no such thing as “the middle” and the ruling party can rule however it wants for two years because the results of the first midterm elections will be bad no matter what? What if the Democrats won a 41-seat majority in the 2018 midterms not because the candidates prioritized health care and everyday problems, but because they campaigned against the administration? What if the outcome in 2020 is essentially predetermined?
All of that is certainly true, according to political scientist Rachel Bitecofer, who may be one of the most intriguing new voices in this year’s political forecasting.
Before November 2018, Bitecofer, a 42-year-old professor at Christopher Newport University in the Hampton Roads region of Virginia, was barely recognized in the largely male-dominated field of online political forecasting.
Despite shaky predictions from other forecasters in the final days of the election, he correctly predicted the size and character of the Democrats’ victory in the House of Representatives. Plus, he posted his forecast in July and stood his ground even as the polls shifted throughout the summer and fall.
Still, at this point, his model predicts that Democrats will surely win the White House in 2020, add House seats, and have a good chance of returning to the Senate. If he’s right, the periods of economy, tenure, and government registration have disappeared from politics. His research amounts to nothing less than “reversing the vast concepts of electoral theory,” as Bitecofer says with his characteristic immodesty.
When it comes down to it, Bitecofer’s argument holds that changes in who chooses to vote are more likely to affect the current US election than changes in voter preferences. Some of her detractors see her as an extreme proponent of the adage that “participation explains everything,” going on a long victory lap after achieving great success once. She offers a slightly different perspective, arguing that the recent elections prove that US politics has evolved and that other scholars have been slow to see the implications of it.
