Rakesh Balwal, 2012 batch IPS officer of AGMUT cadre. He is best known for leading the National Investigation Agency (NIA) team investigating the 2019 Pulwama terror attack.

Rakesh Balwal was born on Tuesday, 2 October 1979 in Udhampur, Jammu and Kashmir (age 44 years 2023). His zodiac sign is Libra. He pursued his bachelor’s degree in Mechanical Engineering from Government College of Engineering and Technology, Jammu and Kashmir. He always wanted to be a civil servant, but after completing his studies he chose mechanical engineering. After graduation, he became a senior section engineer with the Indian Railways. While there, he felt that he lacked direct contribution to society, which prompted him to start preparing to become a civil servant in 2009. He worked a full-time job in a railway workshop from 9am to 5pm and frequently took exams. He completed police training from LBSNAA, Hyderabad on December 24, 2012 and became an IPS officer. He was posted as Manipur cadre. In 2017, he served as Senior Superintendent of Police, Churachandpur. He has also worked in Tobar and Imphal districts. In 2019, he led the National Investigation Agency (NIA) team that played an important role in the investigation of the Pulwama terror attack in which 40 CRPF personnel were killed. There were limited clues at the beginning of the case, but after taking office, Barvar offered to examine the mobile phone seized from the suicide bomber, which revealed several photos that could help solve the case. He is also working with the FBI, the U.S. intelligence agency, investigating Jaish-e-Mohammed’s role in the Pulwama attack. In August 2020, the NIA submitted a 13,500-page charge sheet to the Jammu and Kashmir Special Court headed by him. In the charge sheet, Jaish-e-Mohammed leader Masood Azhar and 18 others were charged in connection with the attack. Rakesh was transferred to the post of SSP Srinagar on December 16, 2021 for a period of three years.
He is among a list of 27 police officers who have been redeployed by the Ministry of Home Affairs.
When he joined, there was a lot of terrorist activity going on in the city. These include targeted attacks against members of ethnic minorities and police officers. His goal was to improve law and order in the city. He worked to reduce the number of terrorists in the city. In an interview, one of Balwar’s colleagues discussed his contributions to the city, saying:

During his tenure in Srinagar, militancy decreased significantly, and thirty years later, Muharram was celebrated in the streets, with many attending the 2023 Independence Day celebrations. Allowing our Shia brethren to march was a collective decision of the administration and law enforcement agencies. We got through it all in a calm, peaceful way from start to finish, which is a good sign that things are getting better and the dividends of peace are now clearly visible. “
The Ministry of Home Affairs (MHA) informed him of his early transfer from AGMUT cadre to Manipur in September 2023 to deal with the violence in the state. His transfer decision comes three months after Home Minister Amit Shah organized a meeting with all political parties in June to discuss the situation in Manipur.
