Gagné CM OM was born in St-Pierre-Jolys, Manitoba, Canada on January 7, 1956 (age 67). She was born in Canada to Canadian parents. She is 1.68 m tall and has a healthy body weight, which complements her personality.

On January 31, 2020, she was appointed deputy representative of the Government in the Senate of Marc Golda.[6] She left the ISG after this appointment, becoming unaffiliated with any political group in the Senate.
