Saumya Pandey is an Indian Administrative Service (IAS) officer of the Uttar Pradesh cadre 2017. In 2016, she appeared for the UPSC examination for the first time and secured 4th rank in the All India Ranking (AIR). She made headlines in April 2023 after a photo of her sitting with a disabled elderly man on the road outside her office and listening to his complaints went viral.

Saumya Pandey was born on Wednesday, January 12, 1994, in Allahabad (now Prayagraj), Uttar Pradesh, India (29 years old; as of 2023). Her zodiac sign is Capricorn. She completed her schooling from St. Joseph’s College, Prayagraj, St. Mary’s Convent International College, Allahabad, and Army Public School, Prayagraj. In Class 10, her score reached 98%, ranking first in the school district. In Class 12, she scored 97.8%. Later, she studied at Motilal Nehru National Institute of Technology, Allahabad, where she graduated with a degree in electrical engineering in 2015, winning a gold medal. While at university, she joined the National Corps of Cadets as a cadet and obtained B and C certificates.

After completing her formal education, she appeared for the UPSC examination and passed it in the first attempt in 2016 with All India Rank (AIR) 4. Talking about her ranking in an interview, Saumya said that when she started looking for the results to be announced, her name was at the bottom of the list. she says,
When the name didn’t come up, I told my mom that I would be ready for the next try and I would pass. But my mom asked me to check the names and see who topped the list. My mother and I couldn’t believe it when my name came up at the top. I cross-checked the results with my roll number and realized that the results were indeed mine. “
In 2017, she studied at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, Uttarakhand, and received the Director Gold Medal in Indian Political Concepts and Constitution in the first phase of the IAS professional course . She graduated from the academy in 2018 as an IAS officer.

Profession
After completing her training at LBSNAA, Saumya Pandey was appointed as Assistant Collector and Assistant Magistrate, Land Revenue Management and District Administration, Sidharth Nagar, Uttar Pradesh on May 12, 2018. She served with the department until May 20, 2019. On August 31, 2018, she was posted as Deputy Commissioner (DC)/Divisional Magistrate (SDM) in the Public Administration Department at Sidharth Nagar till November 2, 2018. In the same year, she was appointed as Assistant Judge of Sidharth Nagar. Saumya Pandey served as Block Development Officer (BDO) of Sidharth Nagar from January 2, 2019 to February 27, 2019. On July 1, 2019, she was appointed as Additional Secretary, Ministry of Defense (MoD) and served in the MoD till August 30, 2019.
