Homelessness charity Crisis called the incident “appalling and humiliating”.
A Sudanese refugee was sleeping outside with a group of other homeless refugees.
A 31-year-old man, who did not want to be identified, told the BBC he was injured in the incident.
He said: “I told her I had to sleep.

“But she stepped on my stomach with her foot.
“It caused me problems – I had a fever and for the next few hours I had blood in my urine.”
The man has been in Great Britain for three and a half years and has the right to stay.
He went to hospital after the incident but has now recovered.
The refugee said that municipal officials usually woke them up every morning, but on the day of the incident, he said, “We told them we had nowhere to go and that it was very cold.”
Crisis manager Matt Downie said the officer’s actions were appalling.

He said: “It is appalling to see such dehumanizing treatment of people sleeping rough.
“If the police are behaving like this, how can we expect the public to improve the way they treat rough sleepers?
“We know that there is a problem here, we know that people are regularly abused and that some terrible things happen to people on the streets.”
‘VERY DISTURBING’
Greater Manchester’s deputy mayor Kate Green said these were “clearly very disturbing images”.
She added: “We would expect anyone who is in a vulnerable position to be treated with the dignity and respect they deserve and the behavior shown here is completely contrary to those expectations.
“This kind of behavior is clearly unacceptable and must not be allowed to happen again.”
‘FALLEN BELOW STANDARDS’
A GMP spokesman said in a statement: “The officer’s conduct fell below the standards we expect, particularly in respect of all members of the community, and the officer’s actions have been reviewed.
“The chief responsible for the city center personally discussed the incident with the employee and made it clear that her actions were unacceptable and must not be repeated.
“She, along with other employees, underwent refresher training on how to deal with similar situations in the future.”
The Sudanese refugee said he received an apology from the police and has now found accommodation.
Outrage was sparked in December last year when a video emerged of a McDonald’s worker soaking a homeless man outside a branch on Victoria Street in London.
In the shocking video, the fast food security guard, who has since been fired for his behavior, can be seen soaking a homeless man with a mop and bucket.
His sleeping bag and surroundings were completely soaked with water, while the McDonald’s employee continued to kick the sheets.
In the same month, Conservative MP David Davis saved a homeless man from a violent attack meters from Parliament.
In February 2022, six teenagers were arrested after a homeless man was beaten in a car park in Cornwall.
