Shubham Kumar was born on Friday, 14 February 1997 (24 years old; as of 2021) in Kumhari village, Kadhwa block, Katihar district, Bihar. His zodiac sign is Aquarius. He completed his primary schooling in Kumhari Village, Bihar. Later, he attended Vidya Vihar Residential School in Parola, Bihar and completed his 10th grade in 2012. He then joined Chinmaya Vidyalaya Bokaro School in Jharkhand and completed his 11th and 12th classes.
Then he began to prepare for the Indian Institute of Technology. In the entrance examination, he was admitted to the Indian Institute of Technology Bombay with a score of 219th. While he was pursuing his bachelor’s degree in civil engineering at IIT Bombay, he excelled in academics and extracurricular activities to the point where he was awarded his bachelor’s degree six months before he actually completed it. In May 2017, he served as a summer research intern at Purdue University in West Lafayette, Indiana.

In 2018, he tried to sit for the Federal Public Service Commission Civil Service Examination for the first time but failed. A year later, he gave his second attempt and secured rank 290 and was subsequently selected for the Indian Defense Accounts Service (IDAS). He then started training at the National Academy of Defense Financial Management (NADFM), Pune. Subsequently, Shubham gave his third attempt in 2020 and topped the Federal Public Service Commission Civil Services Examination (2020). Shubham Kumar scored a total of 1,054 marks, i.e. 878 marks in the written test and 176 marks in the personality test (or interview). As an elective subject, he chose Anthropology. In an interview, he said he did not attend any coaching sessions to prepare. In the past, he studied for 7 to 8 hours every day before the exam, but for the main exam, he increased his study time to 8 to 10 hours. Nearly 33 years later, UPSC received the highest honor in the state of Bihar following the appointment of Amir Subhani, Chief Secretary to the Government of Bihar, India. Shubham said in an interview with reporters,
Village development, employment generation and poverty alleviation in rural areas of the country will be his primary focus. My dream is to get into IAS as it provides a wider platform for the welfare of the people. I have realized that I am willing to work for disadvantaged groups, especially those in rural areas. My father always motivated me, helped me maintain a positive attitude, and helped me pass my exams. I have been preparing since 2018. I couldn’t believe today’s results. No matter which position I am in, I will try my best to complete the task. “
He added,
I used to worry about getting disqualified before the preliminaries and the main draw. I am lucky to have the continued support of friends and family. I have a good study plan and am used to self-analysis, so my preparation is on track. I didn’t expect this ranking. My family and I couldn’t believe it when we first saw the leaderboard. It took us some time to realize that this was actually happening. My parents are very excited about my success… As an IAS officer, I will focus on rural development. I will be very happy if I can get Bihar cadre. “
