Tarun Kapoor

Tarun Kapoor is a retired Indian Administrative Service (IAS) officer of 1987-batch Himachal Pradesh cadre. He was appointed as an advisor to Prime Minister Narendra Modi on May 2, 2022. Prior to this, Tarun Kapoor served as the Minister of Petroleum and Natural Gas in the Government of India. He was appointed Advisor to the Prime Minister for a two-year term. Tarun Kapoor replaces retired IAS officer Bhaskar Khulbe, whose tenure as adviser to the prime minister ended in February 2022.

Tarun Kapoor worked for over 33 years till 2022 in various positions in different states of India. He is a retired IAS officer of 1987 batch Himachal Pradesh cadre. Before becoming India’s Petroleum and Natural Gas Minister, he served as Vice Chairman of the Delhi Development Authority. During his tenure in Himachal Pradesh, Tarun Kapoor served as Additional Chief Secretary and was in charge of various departments including power, environment and forests, food and civil supplies, excise and public sector. In 2011, Tarun Kapoor was appointed as Joint Secretary, National Solar Mission, Ministry of New and Renewable Energy, where he served till 2016. Later, Satluj Jal Vidyut Nigam Ltd (CPSE in hydropower sector) was taken care of by Tarun Kapoor. While serving as Joint Secretary in the Ministry of Renewable Energy, Tarun Kapoor prepared the Prime Minister’s blueprint for promoting solar power. At the same time, he became popular with the name IAS Solar Man. In 2018, Tarun Kapoor was appointed as the Chief Secretary of Himachal Pradesh, Director of Panchayati Raj and Rural Development in the state government, and Deputy Commissioner of Shimla and Chamba districts. He holds these positions until 2021. He also served as Resident Commissioner of Pangi, a tribal district in Himachal Pradesh. Later, he was appointed as Secretary or Principal Secretary in the Departments of Public Works, Forest and Environment, Excise, Food and Supplies. Tarun Kapoor has been appointed to design and implement a scheme to provide free LPG cylinders to households during the COVID-19 pandemic in India. During this period, he was known as “Modi’s man”. Kapoor was a low-key, old-school bureaucrat who was close to the prime minister and whose notes and ideas were never wrong. He is also involved in another important project of the Prime Minister – the development of city gas distribution network under the Petroleum and Natural Gas Regulatory Board (PNGRB) Act, 2006. “
