The shooting took place in front of the Paradise Road Paradise, near the Stockwell Tube station, police say.
Officers, together with the London Air Vehicle and the London Emergency Room, rushed to the scene to find a young victim.
Despite the best efforts of paramedics, the teenager was tragically declared dead when they arrived.
Officers are still working to identify a teenager and contact his family.
The chief officer on the supervisor Gabriel Cameron described the attack as “extremely shocking.”
He said, “This is an extremely shocking incident that I suppose will cause a huge trouble to the local community.
“Our thoughts are with a young man’s family this devastating time.
“Local officers at the scene gather CCTV and talk to witnesses to put together what happened. They will soon be supported by special killing investigators.
“Be sure we will work on a daily basis to identify and find those responsible.”
The arrests with a teenager who is still ongoing have not yet been carried out.
The locker, who asked not to name him, told the Sun that the victim was known in the area.
They said, “He was a very nice boy, he was dealing with problems here and there, but he was really beautiful.
“Everyone knew him here, he was a nice guy, but he wrapped himself in the wrong crowd.
“He is friends with a lot of people here, many of us have known him since the baby.
“I’m shocked – a friend just told me and that’s a shock, I’ve known him so long since he was little.
“The fact that this happened to one of our children – this is devastating.
“And to do that on our property – it used to be bad and it got better, but now it happened.”
The other resident added, “I live here, but I didn’t hear what’s going on – but it’s obviously scary now to go out now.”
Police cordons remain in place while the emergency services conduct their investigations.
