Terri L. Steffen was born in Minneapolis, Minnesota, USA. She grew up in California and graduated from a high school. She is an alumnus of Stanford University. As a child, she often spent summers with her family in Crosslake, Minnesota.

After their marriage, the couple moved to St. Petersburg. In 1984, they moved to Sacramento to be closer to her father. In 1986, they moved to Tampa, where they built their now-sold mansion in Avila. The couple has two sons, Dan Bilzerian and Adam Bilzerian. She also has two grandchildren, Everett Bilzerian and Ares Bilzerian (Adam’s son).

- Her father, Harry, was a successful entrepreneur who owned Mount Rushmore, Tablerock, Brainerd and Lakeline Helicopters. He also founded a real estate company, Steffen Ranch Inc., a water drill company, Peters Drilling & Pump, and an excavation company, Ryberg Construction Inc., in California, and revived a logging and lumber mill company, Gene West Inc. He was also president of National Farm Stores Inc. and developed shopping centers for farmers throughout Canada. Harry also served as the chief petty officer of the USS Tennessee, the lead ship of the Tennessee-class dreadnought battleship, during World War II.
- In 1986, her husband Paul Bilzerian was charged with stock suspension and convicted of 12 counts of securities and tax violations, conspiracy, and making false statements to the federal government. After he served four years in prison and paid a $1.5 million fine, the Securities and Exchange Commission (SEC) filed a civil lawsuit against him for the same crimes and demanded that he hand over $62 million, a decision that led him to file for bankruptcy.
- In 1995, Terri and her husband, Paul, formed the Paul A. Bilzerian and Terri L. Steffen Family Trust, which is a limited partner in Overseas Holdings, LP, which is owned by Overseas Holdings, which holds shares in Cimetrix, the Utah software company where Bilzerian was president. The trust holds $11.96 million worth of Cimetrix stock. When Paul filed for bankruptcy in 2001, there was speculation that he had transferred funds to the trust, which was supposed to be left to his children, as part of his efforts to hide his assets and avoid turning over $62 million in ill-gotten gains to the SEC.
- Terri’s name is associated with a number of companies. According to corporate documents, she formed Caligula Corporation in 2005, a company that the Florida Secretary of State dissolved in 2013. Terri gave Caligula to Adam, who gave it to Dan in 2006. She was the sole shareholder of Bicoastal Holding Company, which loaned $90,000 to Overseas Holding, the owner of Overseas Holding Limited Partnership, which worked with the Bilzerian and Steffen family trusts formed in 1995.
- While attending Stanford, Terri and Paul often rode their bicycles to do chores around the house. According to Paul, Terri would often ride on the handlebars and balance herself doing laundry while he pushed the bike.
- In January 2002, Paul was released under an agreement that Terry would sell their Avila home and split the proceeds with the SEC. Their Avila mansion is 28,000 square feet with 10 bedrooms, 13 bathrooms and 6 half bathrooms. The mansion, which features indoor basketball and racquetball courts, four fireplaces and a wine room, was sold in 2016 for $2.85 million.
