Aadhaar numbers banned on diplomas and certificates, UGC

UGC issues clear directive: The University Grants Commission (UGC) has directed universities not to mention Aadhaar numbers of students on diplomas and interim certificates. This directive by the higher education regulator follows reports indicating that some state governments are considering including full Aadhaar numbers in provisional certificates and diplomas issued by universities, with the aim of facilitating document verification during the admissions process.

As per the regulations, as they currently stand, printing of Aadhaar number on provisional certificates and diplomas is not allowed. Therefore, higher education institutions are requested to strictly adhere to the rules and regulations of the Unique Identification Authority of India (UIDAI).

The notification stated that “In this regard, attention is drawn to sub-section (3) of regulation 6 of the Aadhaar (Sharing of Information) Regulation, zo16, which stipulates that no entity possessing an Aadhaar number shall disclose any database or record containing the same, unless the Aadhaar number is redacted or blacked out accordingly.”

Strictly follow the rules and regulations

“As per the regulations, as they currently stand, printing of Aadhaar number on provisional certificates and diplomas is not allowed,” the UGC said. The notification also said that higher education institutions are therefore requested to strictly adhere to the rules and regulations of the Unique Identification Authority of India (UIDAI).

UIDAI Instructions to Schools

Meanwhile, the Unique Identification Authority of India (UIDAI) on September 5 directed schools not to deny admission to students who could not produce their Aadhaar card. The state agency has argued that such refusals can be called invalid and legally impermissible. “It must be ensured that no children are deprived/deprived of their due benefits or rights due to lack of Aadhaar,” UIDAI said in its circular.
