Vijay Kumar Sinha

Vijay Kumar Sinha is an Indian politician and a member of the Bharatiya Janata Party (BJP). He was elected as Provincial Councilor of Lahisale Province in 2005, 2010, 2015 and 2020. He served as Speaker of the Bihar Legislative Assembly from 2020 to 2022. He resigned from the post after a motion of no confidence in him in parliament. Mahagathbandhan who was in power at that time. He has served as Leader of Opposition in the Bihar Legislative Assembly (2022-2024) and Minister for Labor Resources, Government of Bihar (2017-2020). He started serving as one of the deputy chief ministers of Bihar in 2024, a post shared by Samrat Choudhary and Nitish Kumar as chief minister.

Vijay Kumar Sinha was born on Monday, 5 June 1967 (age 56; as of 2023) in Tilakpur, Chanan Lakhisarai, Bihar, his maternal grandparents’ village. His zodiac sign is Gemini. His family hails from Badpur in Mokama block of Patna district in Bihar. He pursued Diploma in Civil Engineering (1989) from Government Polytechnic, Barauni, Begusale. While in college, he was an active member of the RSS student organization Akhil Bharatiya Vidyarthi Parishad. During his formative years, he became a volunteer with the Rashtriya Swayamsevak Sangh (RSS).

In 1982, Bal served as secretary of the Durga Puja Committee. He became active in student politics in 1983, joining the Akhil Bharatiya Vidyarthi Parishad of ANS College, Bar. In 1985, he served as President of the Students’ Union of Government Polytechnic Muzaffarpur and Secretary and Executive Chairman of the Students’ Union of Bihar Institute of Technology. In 1988, he became the unemployed General Secretary of the Bihar Junior Engineers Association.

Vijay Kumar Sinha entered politics in 1988 by joining the Bharatiya Janata Party. Thereafter, he held various positions, including General Secretary, Bihar Unemployed Junior Engineers Association (1988), President, Rajendra Nagar Mandal, Ward 8, Patna (1988) ), Rajendra Nagar Mandal, Patna Metropolitan People’s Party (1990), and Patna Metropolitan Lok Nayak Mandal Chairman Bharatiya Janata Party (1992). In 1995, he became the Patna city in-charge and working committee member; in 1998, he became the state councilor of Lahisarai district of the Bharatiya Janata Party. From 1999 to 2000, he served as a Member of Parliament for the Nehru Yuva Kendra Bihar Party. During the 2000 Bihar Legislative Assembly elections, he was in-charge of the BJP, Suryagarh VS, Lakhisarai district. Other positions he held before becoming an MLA include State Secretary, Bihar Bharatiya Janata Yuva Morcha (2002), Member, National Working Committee, Bihar People’s Party (2004), Bihar People’s Party State Secretary, Kisan Morcha (2006). In 2005, Bihar held two assembly elections as the February elections failed to form a government in Bihar. Bihar was forced to conduct another round of elections in October-November of the same year. Vijay Kumar Sinha was elected as the MLA from Lahisarai in the February 2005 Bihar Legislative Assembly elections. However, RJD candidate Phulena Singh was elected MLA from Lahisarai in the October 2005 Bihar Legislative Assembly elections, defeating Sinha by 80 votes. The Janata Dal (United Party) emerged as the majority winner after the October-November 2005 elections and came to power together with the Bharatiya Janata Party as part of the National Democratic Alliance (NDA). Nitish Kumar was sworn in as chief minister for the second time. In 2009, he served as the district in-charge of Bihar BJP (Begusarai, Khagaria) and in 2013, he became the state spokesperson of Bihar BJP.

In 2010, Vijay Kumar Sinha was re-elected as MLA of Lahisarai province, defeating RJD candidate Fulaina Singh by 59,620 votes. In 2013, he served as Chairman of the Divisional Monitoring Committee of Lakhisarai District. In 2015, he was re-elected as Rajya Sabha MP, defeating Janata Dal (United) candidate Ramanand Mandal by 6,556 votes. On July 29, 2017, he took office as the Minister of Labor Resources of the Government of Bihar; his term will be until November 16, 2020. In 2020, he was re-elected as MLA from Lahisarai, defeating Congress candidate Amaresh Kumar by 10,483 votes. In a dramatic climax, NDA candidate Vijay Kumar Sinha was elected Speaker of the Bihar Legislative Assembly on November 25, 2020. The opposition called for the election to be held by secret ballot, and the election was held in chaos. Moreover, the BJP-led Mahagathbandhan objected to Chief Minister Nitish Kumar’s presence in the polls on the grounds that he is not a member of the House of Representatives. The demands were rejected by the chairman, leading to protests by the opposition and the House having to be adjourned. In the 243-member parliament, Sinha received 126 votes in favor and 114 votes against, with a total of 240 members voting.

Sinha resigned after 20 months as chairman on August 24, 2022, when the then-ruling Mahagathbandhan moved a no-confidence motion against him. Thereafter, Nitish formed the Mahagathbandhan government in collaboration with the RJD and the Congress. Surprisingly, the BJP nominated Sinha as the Leader of Opposition (LoP) on August 24, 2022, ahead of former deputy chief ministers Tarkishor Prasad and Renu Devi (Renu Devi) and other expected candidates. Sinha’s election marks him as the third upper-caste leader to be elected to the post by the BJP since 1995, following Yashwant Sinha and Ashwini Kumar Ashwini Kumar Choubey.

  • In 2016, he served as Chairman of the Board of Governors of R.Lal College, Rajeshwar, Laki Sarai.
  • After the Special Armed Constabulary Bill was passed by the House of Representatives in March 2021, Sinha was criticized by the opposition for his poor response to the ill-treatment of MLAs and MLAs on parliamentary premises. The bill expands police powers to conduct warrantless searches and arrests, sparking protests from opposition members. RJD MLAs responded by approaching Sinha’s seat, tearing documents and surrounding his office, effectively trapping him inside. The situation escalated to the point where the police had to intervene and remove the protesting MLAs, some of whom were forcibly removed on stretchers.
  • There was a notable spat between Sinha and Nitish when Sinha excluded the chief minister’s name from the invitation to the Bihar Vidhan Sabha anniversary celebrations in July 2022. According to JD(U) members, this move was one of the triggers for Nitish to end his tenure. An alliance with the Bharatiya Janata Party soon followed.
  • In 2023, he was outspoken against the government on issues including alleged abuses in Bihar, Tamil Nadu. The government sent a team of officials to the southern state to investigate the allegations and demanded an apology from the BJP leader after finding them false.
