Vikas Dubey is an Indian gangster who absconded after eight policemen were killed while trying to arrest him in Kanpur, Uttar Pradesh. He is charged with at least murder, extortion, kidnapping and other violent crimes. He was arrested in Ujjain, Madhya Pradesh on July 9, 2020. Later, he was killed on the morning of July 10, 2020, while trying to escape from police custody while on his way from Ujjain, Madhya Pradesh to Kanpur, Uttar Pradesh.

Vikas Dubey was born on Saturday, December 26, 1964 (55 years old at the time of his death) in Bikru village in Chaubepur block of Kanpur. He had a penchant for crime since childhood. As a teenager, he formed his own gang and started engaging in criminal activities such as robbery, snatching and even murder. Soon, Vikas became one of the most notorious criminals in Kanpur, Uttar Pradesh.

Vikas has two sons. The elder is studying for a Bachelor of Medicine degree at a university in the UK, while the younger is studying for his high school degree at a private school in Kanpur, Uttar Pradesh.
Criminal activities
Vikas Dubey started his criminal activities at a young age, snatching land and committing petty thefts. His first notable crime dates back to 1990 when he attacked some men in the neighbouring village of Dibba Nivada. He reportedly attacked those men to avenge insults against his father. In 1993, Vikas Dubey was booked for robbery and criminal intimidation at Shivli police station in Kanpur. In 2000, he killed Siddheshwar Pandey, an assistant manager of a college in Shivli area of Kanpur. This was the first time his name came up for murder. On October 12, 2001, Dubey killed a BJP leader and then state minister Santosh Shukla inside the police station. After killing Shukla, Dubey became one of the most feared gangsters in the region. Although he surrendered in 2002, he was later acquitted. In 2004, his name came up in the murder case of cable TV businessman Dinesh Dubey. More than 60 FIRs were filed against Vikas Dubey at the Chaubepur police station in Kanpur. He was also charged under the Gunda Act and in 2017, the Uttar Pradesh STF arrested him and sent him to jail. In 2018, he tried to kill his cousin Anurag Dubey. Later, Anurag’s wife filed an FIR against Vikas. In August 2019, Vikas was taken into police custody for threatening officials during a road tender.
Political sponsorship
Since Vikas was born in a village with a large Brahmin population, caste issues have always saved Vikas’ life, and even when Dubey was arrested many times, politicians always tried their best to get him released. Initially, he was supported by Nekchandra Pandey, the then MLA of his area. Later, he became a close associate of Harikishan Srivastava of the BJP. Vikas also became a close confidant of Harikishan Srivastava. In 1996, Srivastava joined the BSP and he also made Vikas a member of the party. It is said that no matter who the government in Uttar Pradesh is, Vikas Dubey always finds allies in every government. Most of the time, it is reported that it is the BSP that gives him political support. He has also been reportedly trying to become an active member of the BJP for a long time and plans to participate in the 2022 Uttar Pradesh assembly elections. He is said to have a stronghold in Shivli area of Kanpur and neighboring areas, and the village headman (Pradhan) of the three neighboring villages often comes from Dubey’s family. At one time, Dubey was also elected as a Zila Panchayat member. He won the Nagar Panchayat elections from Shivrajpur while in jail. His wife Richa Dubey also contested various local body elections in Uttar Pradesh and is a life member of the Samajwadi Party.
Bikru Encounter July 2020
On July 3, 2020, a Uttar Pradesh police team arrested Vikas Dubey in a midnight operation in Bikru village, following which Vikas Dubey and his men killed eight policemen, including a deputy superintendent of police, three sub-inspectors and four constables. According to sources, the police fired about 100 bullets from the rooftop. Uttar Pradesh DGP HC Awasthi said that the criminals placed an excavator on the passage of the police team and used weapons from the rooftop, which indicated that the criminals had received intelligence about the police raid. After the death of eight policemen in the Bikru clash, Chaubeypur police station officer Vinay Tiwari and guard captain KK Sharma were arrested for allegedly providing intelligence to Vikas Dubey about the police raid on his residence on the night of July 2-3, 2020. According to Dinesh Kumar, senior superintendent of police, Kanpur:
After collecting evidence, the truth is that Vikas Dubey has been warned and [he] After receiving advance intelligence about the police raid, they set up an ambush and killed the policemen.”
The policemen who died in the operation included patrol constables Bilhaur, Devendra Mishra, Shivrajpur police station officer Mahesh Chandra Yadav, Mandhan police station in-charge Anoop Kumar Singh, sub-inspector Nebu Lal, constables Sultan Singh, Rahul, Babloo and Jitendra.
Absconding and arrest
Vikas Dubey had been on the run since the July 3 incident and after a long game of hide-and-seek with the police, he was arrested near the Mahakal Temple in Ujjain on July 9, 2020. After his arrest, he reportedly shouted:
I am Vikas Dubey, from Kanpur”
Earlier, the police had offered a reward of Rs 5 lakh for Vikas Dubey. The reward amount was revised several times. Initially, Kanpur IG Mohit Agarwal announced a reward of Rs 50,000 for his capture. Later, Kanpur district Lt. IG JN Singh gradually increased the reward to Rs 1 lakh, while Uttar Pradesh Lt. IG HC Awasthy increased it to Rs 2.5 lakh. Later, the Uttar Pradesh Home Department further suggested increasing the reward to Rs 5 lakh.

Vikas Dubey was shot dead in an exchange of fire near Bounty, Kanpur. He later died in hospital while receiving treatment. According to the Uttar Pradesh police, the incident took place when Dubey was being taken to Uttar Pradesh after being arrested from Ujjain, Madhya Pradesh. The vehicle in which the accused and the police were travelling overturned near Bounty, Kanpur, and Dubey took the opportunity to escape. Narrating the incident to a news channel, Kanpur Superintendent of Police Anil Kumar said,
Dubey was shot dead by the police because the gangster took the opportunity to “defend himself”. Vikas Dubey tried to escape after snatching the injured policeman’s pistol. The police surrounded him from all sides and tried to make him surrender, but he shot at the police. In self-defense, the police fired two shots [at Dubey] Hurt him.”

According to the police, Vikas’ net worth is worth millions of dollars, and most of his properties and assets are registered in his wife’s name. Vikas Dubey’s huge wealth comes from brick kilns, schools and colleges, many of which were forcibly taken over by Dubey.

- Apart from being a criminal, Vikas is also a real estate businessman and a politician.
- When Vikas was first in jail, his wife had an affair with one of Vikas’ friends. After being released from jail, Vikas vowed to take revenge on his wife Richa and her brother Raju. Later, Richa surrendered to Vikas, but Raju left Uttar Pradesh forever.
- It was reportedly Sunny Deol’s film Arjun Pandit (1999) that inspired Vikas Dubey to enter the world of crime. He was so inspired by Sunny Deol’s role in the film that he started calling himself ‘Pandit’.
- Vikas Dubey’s house in Bikru village was built like a fort. After the clash on July 3, the police demolished his house and other structures associated with Vikas Dubey. According to a senior police officer, Vikas Dubey acted like a Maoist. Speaking to the media, Kanpur Rural Police Chief BK Srivastava said,
During the search, a huge cache of arms and ammunition was recovered from the residence of Vikas Dubey. Some of these weapons had licence numbers of people associated with him but these weapons were used by Vikas. This is similar to the way the Maoists operate.”
- After the brutal killing of eight policemen in Kanpur, Vikas Dubey’s mother Sara Dubey said that there should be no mercy for Vikas and he should be shot wherever he is. She said,
Maar dalo unko, jahaan rahe maar dalo. ”
