Vikas Vaibhav is an Indian civil servant, famous for serving as an IPS officer in Bihar.

Vikas Vaibhav was born on Wednesday, November 21, 1979 in Barauni, Bihar (age 43; as of 2022). His zodiac sign is Scorpio. Vaibhav tried to stop them but no one listened to him as he was still young. He felt happy seeing the power of the district collector and decided that one day he would join the service.

Vaibhav started his career in December 2003 as Assistant Superintendent of Police (Probation), SVPNPA, Hyderabad. In January 2005, he became the Assistant Superintendent of Police (Probationer), Bhagalpur. He has also served in Aurangabad (September 2005), Danapur (December 2005), Patna (March 2006), Baghar (December 2006), Rohtas ( August 2008), Darbhanga (February 2011) and Purnea (September) as Assistant Inspector General of Police. 2015). In 2008, Vaibhav played a key role in helping to free Rohtas fort from Maoists. When the fort was under Maoist rule, it was known as a liberated area and black flags were hoisted on the fort on national occasions. Vaibhav became the first person to hoist the national flag on Independence Day that year. In 2013, he actively participated in the arrest of the accused in the Bodhgaya blast case. In 2018, when he was serving as Deputy Inspector General of Police, Bhagalpur, he wanted to work towards bridging the gap between the police and the public, for which he started ‘Lok Samvad’.

On February 10, 2023, a screenshot of Vaibhav’s tweet about “listening to Ms. DG’s abuse every day” went viral on social media. In the video, he can be seen recording his official meeting with Director Shobha Ohatkar and sharing it on social media. After the video went viral, DG Shobha Ohatkar sent him a show call. He was charged with violation of Rule 3 of the All India Service Rules of Conduct, 1968 and also charged with breach of confidentiality. The notice mentioned,
The things you documented in your viral message have entered the public domain. It can be seen that you record the discussions in the office meeting. This shows that your intentions are wrong. It also violated the relevant provisions of the Official Secrets Act. IPS Vikas Vaibhav is trying to tarnish the image of his senior officer by raising baseless allegations through social media. His behavior was completely contrary to that of a senior police officer and was a manifestation of his violation of discipline, dereliction of duty and violation of law. “
Chief Minister Nitish Kumar criticized Vaibhav’s behavior and said:
You should be very aware of this, anyone who has a job, whether it’s an official, their job is not to tweet. This is the worst thing. If they have a problem, they should notify their department or superior. They should be communicated personally rather than announced publicly. This is the law. “
On February 13, 2023, he requested to be transferred and given the 60 days of leave he had previously applied for, but was not granted. The Home Ministry also issued a notice to him on February 16, 2023, for his conduct with a senior official.

- In 2021, he launched the “Let’s Inspire Bihar” campaign to help young people escape the employment tension in the state. In 2022, he announced on Twitter that free coaching would be provided to students who cannot afford coaching centers for IIT and NEET exams. After the students pass the examination, they will be tutored by experienced teachers at different places in Patna and Bhagalpur.
- In November 2022, he lost his official pistol and reported it to the police, accusing his caretaker’s son of being detained. During the investigation, he denied all the charges and later, in CCTV footage, the police found the pistol near a tree at Vaibhav’s own home.
- Vaibhav loves educating the youth about India’s history, including its cultural, social, educational, scientific and democratic glories. - According to him, he got a lot of inspiration from Sir Edwin Arnold’s masterpiece “Light of Asia” and the poems of Rashtrakarvi Ramdari Singh Dinka, which gave him confidence and hope.

He shared an example in an interview, saying that when he was serving as a police officer in Patna city, he improved the car theft cases in the area. When cars are stolen, only 5% are recovered. People who cannot find their car have to go to the police station again and again to collect their insurance money, so to improve the situation, he asked the police officers if the car is not recovered within 45 days and if the police officers are not able to file a report, they do not get salary. So he started using Excel to record those officials who couldn’t submit reports.
