Vinay Mohan Kwatra was born in 1965 (57 years old as of 2022). He holds a B.S. (Honours) degree in Agriculture and Animal Husbandry from GB Pant Agricultural University, Pantnagar, Uttarakhand.
In 1988, he became an officer in the Indian Foreign Service (IFS). While serving as Secretary at the Permanent Mission of India in Geneva, he received a Diploma in International Relations from the Institute of International and Development Studies in Geneva.

Kwatra, a 1988-batch Indian Foreign Service (IFS) officer, has served in the Indian diplomatic corps during his 32 years of service. After joining IFS, Kwatra was appointed as the Third Secretary and then the Second Secretary of the Permanent Mission of India in Geneva until 1993, responsible for work related to the specialized agencies of the United Nations and the Commission on Human Rights. From 1993 to 2003, he served as the officer in charge of dealings with the United Nations at its headquarters in New Delhi. He subsequently worked in the diplomatic missions in South Africa and Uzbekistan. From 2003 to 2006, he served as counselor at the Embassy in Beijing. Later he served as deputy chief of mission of the Embassy in Beijing. He lived in Nepal for nearly 4 years between 2006 and 2010, representing India at the SAARC Secretariat in Kathmandu and heading the Trade, Economics and Finance Bureau. From May 2010 to July 2013, he served as Commercial Minister of the Embassy in Washington. From July 2013 to October 2015, Quatra served as Director of the Policy Planning and Research Department of the Ministry of Foreign Affairs (MEA). Thereafter, he served as Director-General of the Americas Department in the Ministry of External Affairs, responsible for India’s relations with the United States and Canada. From 2015 to 2017, he served as joint secretary in Prime Minister Narendra Modi’s office and later served as India’s ambassador to France. From August 2017 to February 2020, he served as the Ambassador of India to France.

Before taking up the diplomatic post in Nepal in 2020, he represented India on missions to South Africa, Uzbekistan, China and the United States. Besides having experience with United Nations organizations such as the International Labor Organization (ILO) and the World Health Organization (WHO), he has also served in India’s diplomatic missions in China and the United States. Vinay Kwatra was a project office officer and also served as India’s Ambassador and Permanent Representative to UNESCO.
