Viresh Kumar Bhawra was born in Chandigarh, India. He completed his studies in Govt. Higher Secondary School, Bayana, Rajasthan. He studied for a B.S. in Electrical Engineering from National Institute of Technology, Kurukshetra (1980-1985). While he was studying for his B.Sc. From 1980 to 1985, he served as a National Service Scheme (NSS) volunteer in the field of electrical engineering. During his graduation, he also ranked among the best in college. He obtained his LLB degree from Panjab University, Chandigarh from 1996 to 1999. He then pursued a Masters in Human Rights at Pondicherry University (2002-2004) and a Masters in Public Administration at the Lee Kuan Yew School of Public Policy at the National University of Singapore (2007-2008). From 2012 to 2013, he studied in the Hubert H. Humphrey Scholarship Program (Human Trafficking) at the University of Minnesota Law School in Minnesota, USA. He also pursued LLM from Kurukshetra University, Haryana (2011-2015).

From 1985 to 1987, he started working with Bharat Heavy Electrical Ltd., New Delhi as an Engineer and Systems Analyst and Programmer. He was appointed Additional Director General of Police, Punjab (Chandigarh District) in 1987 by the Indian Police Service. year 1987. IPS Bhawra was appointed as Director of Police, Information Technology and Telecom, Supply and Modernization, Punjab Police, Chandigarh in July 2017. The selection committee recommended three police officers for the top post: Bhawra, former state police chief Dinkar Gupta and IPS officer Prabodh Kumar. “
After his appointment, a formal order was issued which read:
The Federal Public Service Commission, New Delhi, has sent the minutes of the Selected Committee meeting. The committee recommended that a panel be formed consisting of the following officers suitable for appointment to the post of DGP, Punjab (HoPF):- I. Dinkar Gupta 2. Viresh Kumar Bhawra 3. Prabodh Kumar.

The Governor of Punjab is pleased to appoint IPS Viresh Kumar Bhawra as the Director General of Police (Head of Police Force), Punjab, following expert panel deliberations of the Union Public Service Commission. As per the order of the Supreme Court of India on July 3, 2018, his tenure will be at least two years from the date of assuming office. “
