As the current Flash in DC Comics, Wally West is one of the fastest in existence, easily surpassing Superman et al and trying to keep up with Barry Allen et al, but Wally has long since acknowledged the Reverse Flash Xia is much faster than him.
The Flash family is one of the fastest superheroes in the DC Universe, but not all Flashes are created equal. Throughout his career, Wally West has made no secret of his admiration for The Flash’s predecessor, Barry Allen. Wally has repeatedly stated that Barry is the faster Flash between the two of them, which makes sense considering Barry beat himself in the race. So when Barry Allen helps Wally stop a running train, it’s no surprise that Wally can’t keep up; surprisingly, it wasn’t Barry Allen at all.

Readers can see all of this in the 1993 plot “Barry Allen Returns” (Lightning #71-75) Mark Wade and Greg Laroque.After Barry was presumed dead in the incident Endless Crisis on Endless Earth, he miraculously reappears on Wally West’s doorstep on Christmas Eve. He has all the memory and speed of Barry. Wally is happy to see her mentor again and they start fighting crime again. Barry was as fast as Wally remembered, and even stopped a moving train that neither Jay nor Wally could stop, which is why it was all the more shocking when it turned out it wasn’t Barry Allen but rather Barry. Eobard Thawne, instead of aiming for the flash. Eobard suffers from amnesia due to time travel and reads Barry’s entire bio in the future, thus possessing Barry’s memory. While this allows him to fake his personality and memory like Barry, what really makes it a best seller is his insane speed, which even Wally admits he can’t. catch up.
While Eobard believed he was Barry, he did everything a Barry would do, including saving civilians and preventing a disaster that neither Jay nor Wally could remedy quickly enough. It wasn’t until Eobard’s memories began to return and his more psychotic tendencies began to show that Wally realized something was wrong. Wally has been Barry’s companion for years, but he’s still trying to see through Eobard’s disguise. This proves that the hero Eobard can really do the job if he wants to.

Wally West was finally able to defeat Eobard and return him to the future timeline. Still, that doesn’t change the fact that when Reverse Flash plays the hero, he can stop criminals and save lives, something The Flash’s Wally West simply doesn’t have the speed to do.
