BVR Subrahmanyam served as Director and Joint Secretary, Prime Minister’s Office (PMO). From 2004 to 2008, he served as the personal secretary to former Prime Minister Manmohan Singh. From March 2012 to March 2015, he served as Joint Secretary to Prime Minister Narendra Modi. While working at the PMO, he served as a senior consultant at the World Bank in Washington, DC, between June 2008 and September 2011.

In 2015, he was transferred to Chhattisgarh and became the chief secretary. In March 2015, he was appointed as Additional Chief Secretary (Home Page). According to sources, former Chhattisgarh Chief Minister Raman Singh personally requested the then Prime Minister Manmohan Singh to transfer BVR Subrahmanyam to Chhattisgarh. He is known for his effective handling of issues during the Maoist insurgency in Chhattisgarh and played a crucial role in resolving the issue of Naxalism in Bastar, a Maoist hotbed, by coordinating with central paramilitary forces and state police role. He had additional responsibility for jails and transport in Chhattisgarh and ensured that public transport was stopped during attacks against Maoists. Even in high-risk areas, he often went to the field to supervise the implementation of policies and check progress instead of issuing instructions in the office, which was effective in combating the Maoists.

Talking about the reduction in Maoist incidents in Bastar, Bastar divisional officials said in an interview that planning and execution against Maoists played an important role in controlling the insurgency due to active participation of BVR. He said,

Maoist incidents have declined in Bastar over the past three years. Unlike in the past, the number of casualties in single Maoist attacks has come down, except for the attack in Burkapal. Subramaniam has been in charge and maintains good liaison with the security forces. In this Maoist belt, the situation could have been worst but his active participation, planning and execution as ACS (Home) went a long way in containing the insurgency. ”
