Images circulating on social media showed someone on a stretcher.
Other photos shared online appear to show damaged seats on one of the rides tangled with each other.
Officers confirmed they had more officers at the scene after “a problem with one of the rides”.
Dozens of people were filmed in the park along with several police cars, ambulances and fire engines.
West Midlands Fire Service said the ride “fell to the ground while in operation”
One person was rushed to the hospital, while a small number of people were treated at the scene, the spokesman said.
The extent of their injuries is currently unknown, but most of those treated have been discharged.
The police also confirmed that there were no serious injuries.
A police cordon is currently in place between the ice rink, the library and the Rep Theater and people have been asked to avoid the area.
A West Mids Fire Service spokesman said: “At around 7.30pm on Thursday 12 December we responded to an incident in Victoria Square outside the International Convention Center (ICC) in Birmingham.
“One fire engine from Ladywood Fire Station arrived in just over four minutes.
“This incident involved a fairground that failed and collapsed. The ride fell to the ground while it was operating.
“We helped colleagues of the Emergency Service in taking care of a large number of victims, whose injuries are not life-threatening.
“One injured person was transported to the hospital and several others were released from the scene. We are not working to rescue any more injured.
“This incident has now been handed over to West Midlands Police.”
One witness at the scene told the BBC he saw “girls who looked injured” walking away from the area, with “one girl who looked like her face had been cut”.
A spokesman for West Midlands Police told The Sun: “We currently have officers at Centenary Square in Birmingham following reports of a problem with one of the rides.
“A few people are being treated by emergency services at the scene, but there are no serious injuries.
“Century Square remains cordoned off tonight as we support our colleagues from the emergency services.
“Please avoid the area.”
