He was a man who loved spending time with his children and providing vegetables from his garden to his quiet neighborhood in Fort Smith, Arkansas. That Charles Ray Vines harbored a dark and dirty secret was even more difficult to understand given his shiny exterior.

He was also a ruthless serial killer, known as the River Valley Killer, who killed two elderly women in Sebastian and Crawford counties in the 1990s by raping and stabbing them. In 2000, he was arrested for assaulting a 16-year-old girl.

Airing Saturday, October 9 at 9:00 pm and 8:00 pm on Oxygen, “Snapped Notorious: The River Valley Killer” delves into Vines’ gruesome exploits. The two-hour episode includes interviews with investigators, psychologists and relatives of the victims.

Lilly Jones, an 89-year-old woman who was legally blind but lived alone, was Vine’s first victim. According to the show, Vines broke into her house on the night of April 10, 1993, where he brutally beat and raped her. The case stalled three decades ago due to the victim’s inability to identify her attacker and the limitations of DNA testing at the time.

Juanita Wofford, 58, was found dead in her bed on June 23 of the following year, two months after missing a church service. Authorities told “Snapped Notorious: The River Valley Killer” that the blood-spattered crime scene “was so gruesome… almost beyond description.”

They claimed that a “monster” must have done it. Disturbing evidence was discovered at the crime scene. After her death, Wofford was sexually assaulted. The person defecated near her body.

Police investigated and released several suspects. Danny Bennett, a local man who initially pleaded not guilty but later confessed to the crimes, was eventually identified by the investigation as a suspect. He was arrested and charged with Wofford’s murder.

Collectively, the people of Fort Smith breathed a sigh of relief, but that reassurance soon faded. Ruth Henderson, 74, was brutally attacked and murdered on August 10, 1995, while Bennett was still inside, at a crime scene eerily reminiscent of the Wofford murder.

After Bennett’s release, investigators redoubled their efforts to find the killer. After five years, nothing has happened in the case. The parents of the 16-year-old daughter were shocked to discover in March 2000 that she had been raped and stabbed to death by a family member named Vines. She was linked to previous attacks.

Vines was spared the death penalty in exchange for providing authorities with information about the rapes and murders, including his confession about the attack on Jones. Vines was convicted and received three life sentences without parole.
