The taxi driver told police they were on Dean Street, near where it meets Oxford Street, when the rear window where Hislop was sitting was smashed.
Both the taxi driver and Private Eye editor Hislop, 64 – who the Guardian initially reported was in the car – escaped unhurt near the magazine’s offices.
Police seized the vehicle but now say there is “no evidence of a firearm being fired”.
“Initial indications are that a mechanical failure may have caused the window to shatter,” the Met said in a statement, adding: “We await further tests. Police have informed the driver and passenger.”
Officers closed roads around the scene as they combed the area.
Officers were examining video surveillance and were unaware of a motive, the source said.
A Met spokesman first said: “Police were called at 10.10am on Tuesday, October 1 to reports of shots being fired in Dean Street, Westminster.
“The driver of a London black cab reported that he was stopped in traffic when a shot was fired at his vehicle, striking the window.
“There were no injuries. An investigation has been launched.”
Hislop edited Private Eye from 1986, known for its satirical articles and investigations.
He is also a regular and long-standing panelist on the BBC comedy quiz Have I Got News For You.
