Eshwara Khandre’s association with the Indian National Congress (INC) began when he joined the Seva Dal of the Congress party. Thereafter, he underwent several months of training in Karnataka to prepare to become a member of the Seva Dal. Kandel contested the 2004 Karnataka Assembly elections from Bhalki constituency on the INC ticket. However, he lost the election to BJP candidate Prakash Khandre. In 2008, Kandel contested the Karnataka Legislative Assembly polls and defeated his nearest rival Prakash Kandel by a margin of 20,971 votes.
In 2013, Eshwara Khandre won with 58,012 votes and was re-elected as MLA. From 2016 to 2018, he served as Minister in Charge of Bidar District and Minister of State for Municipalities, Local Bodies and Public Enterprises. Khandre won the 2018 Karnataka Assembly elections by polling a total of 84,673 votes. In the same year, the Indian National Congress (INC) appointed him Chairman of the Working Committee of the Karnataka State Congress Committee (KPCC).
In 2023, he won the Karnataka Assembly election with a total of 99,451 votes and was re-elected as a provincial councilor.

“Don’t know” court notice
In 2018, a case was filed against Khandre over his victory in the 2018 assembly elections; however, Khandre did not respond to the notice issued by the Karnataka High Court until 2020. According to Khandre, the court served the notice on his personal assistant (PA) Mainalle Basavaraj Baburao, but the latter forgot to inform Khandre as Mainalle is a dementia patient. The court condemned Kandel’s action and asked him to pay Rs. The fine is 5 grams. In 2019, another court in Karnataka declared an ex-parte verdict against Kandel after he failed to respond to a court notice regarding the case against him.
FIR filed on bribery charges
In 2023, while campaigning for the Karnataka Assembly elections, Eshwara Khandre was found to have violated the norms laid down in the Model Code of Conduct (MCC) of the Election Commission of India and hence an FIR was lodged against him under Section 171E (punishment for bribery). According to police, Kandel and his supporters were against the MCC and tried to distribute saris to women in Bhalki constituency but were stopped by the Bharatiya Janata Party (BJP) workers.
