Officers rushed to the scene and managed to bring the four dogs under control.
Two children, aged four and six, were found injured, as was a 30-year-old woman.
They were transported to the hospital, and their injuries are considered non-life-threatening.
The woman was arrested on suspicion of dangerously letting the dogs out of control.
She was taken into custody, and the dogs were placed in police kennels.
Chief Mitch Carr said: “I know this incident will cause a lot of public concern, particularly because of the young age of the children involved.
“Fortunately, it is believed that none of the injured are life-threatening.
“The woman was arrested on suspicion of dangerously taking the dogs out of control and was taken into custody.
“The dogs have also been taken to police kennels while the investigation is ongoing.
“Additional officers will be in the area over the next few days to provide safety to the community.”
