Academic career of prof. Utseva stands out for her exceptional achievements. He graduated from the Federal University of Agriculture, Makurdi with a Bachelor of Civil Engineering degree in 2004 as the best student with Second Class Honors “Upper Division”. His desire for information pushed him to pursue higher education, and in 2007 and 2011 he obtained a master’s degree and a doctorate. He holds a PhD in Water Resources and Environmental Engineering from Nigeria’s prestigious University of Nsukka.

Engr. Prof. Terlumun Utsev has built a reputation as a seasoned administrator and highly regarded expert throughout the West African sub-region with approximately 17 years of experience in the teaching and engineering industry. By publishing about 40 papers in prestigious domestic and international journals, he made a significant contribution to the practice and research of construction.
His professional highlights include serving from 2013 to 2017 as the Deputy Director and then as the Full Director of the Center for Entrepreneurship Development of the Federal University of Agriculture, Makurdi. During this time he oversaw the creation of seven workshops, strengthening the entrepreneurial skills of students and generating Internally Generated Revenue (IGR) for the organization.
Prof. Utsev was appointed Honorary Commissioner of the Ministry of Water Resources and Environment in Benue State in 2017 as a result of his contribution to the advancement of environmental engineering and water resources. He demonstrated his commitment to improving the state’s infrastructure by participating in the planning and giving a say in the construction of the Idye Basin Phase II drainage.
When President Muhammadu Buhari appointed him as the Executive Director of Engineering at the Lower Benue River Basin Development Authority in Makurdi in 2020, his experience was recognized at the national level. Here he was instrumental in overseeing the development of numerous engineering projects, including drainage systems, roads, bridges, dams and wells.
Prof. Utsev is currently serving as the first rector of the Wannune Federal Polytechnic, a prestigious position. In this position, he is committed to making the university a premier educational institution and tackling the academic, professional and employment issues facing the country and Nigeria.
