Harvinder Singh Walia was born on November 11 in Alambagh, Lucknow, Uttar Pradesh, India. His zodiac sign is Scorpio. Jugnu completed his 10th standard at City Montessori School (CMS) in Lucknow, Uttar Pradesh. He graduated from Lucknow University in Uttar Pradesh. Before entering the world of crime, Jugnu was a member of the Samajwadi Party (SP).

Participate in criminal activities
Jugnu Walia’s gangster status in Uttar Pradesh increased exponentially after he came in contact with jailed politician Mukhtar Ansari. As his status rose, he began to look after Mukhtar’s criminal empire and began conducting underground business in his name. He later started lending money and entered the real estate business with Mukhtar.

In 2005, he was charged by Uttar Pradesh police for the murder of Uttar Pradesh businessman Swaroop Singh. According to reports from many sources, a Lucknow businessman filed a complaint against Jugnu after Jugnu threatened to kill him for not returning the money. In March 2011, he was arrested by the Uttar Pradesh police for the attempted murder of Devendra Singh Arora. He was arrested and jailed by Uttar Pradesh police in 2019 after he shot dead a cloth merchant named Amanpreet Singh after Amanpreet failed to pay extortion money to Jugnu. However, Jugnu was later granted bail by the Allahabad High Court. In October 2021, while on bail, he murdered a restaurant owner named Jaswinder Singh alias Romi in Manak Nagar area of Alambagh, Lucknow, following which the police issued numerous arrest warrants against him in Uttar Pradesh Court appearance and surrender. In February 2022, after Jugnu failed to respond to the arrest warrant issued against him, he was declared absconding and the police seized his assets and properties worth crores of rupees in March 2022. The police also offered him a reward of 1 rupee. A senior UP police officer said in an interview,
On February 1, Walia was declared an absconder. But he did not surrender. It is unlikely that he will surrender to the court, as his conduct violates Section 82 of the Criminal Procedure Code (being declared an absconder). An FIR was also lodged against him for being absent from duty by disobeying orders of a civil servant. “
On the evening of May 6, 2023, the Anti-Gangster Task Force of the Punjab Police arrested Jugnu Walia in Mohali, Punjab. According to police officials, they recovered a .32 caliber pistol, six rounds of ammunition, a Skoda car, two walkie-talkies and foreign currency worth hundreds of thousands of rupees. After his arrest, the police registered an FIR against him under Section 25 (7,8) of the Arms Act and Section 120B of the Indian Penal Code (IPC). Speaking at a press conference about Jugnu’s arrest, the Punjab Police Chief said:
