Authorities in Philadelphia say a well-known LGBTQ+ activist raped two boys, leading to her arrest Monday. News of the arrests is all over the internet. Kendall Stephens, 37, is the target of claims by the Pennsylvania attorney general. Stephens allegedly sexually abused two boys under the age of thirteen. Details of the investigation have not been released. Among the charges are rape, indecent assault on a person under the age of 13, unlawful contact with a minor sexual offense and endangering the welfare of minors (parents or guardians).
A judge set her bail at $250,000, and her next court hearing is Dec. 29. If controversy arises in a case, the AG’s office will occasionally take over the case from the local district attorney. The Philadelphia District Attorney’s office told Action News, “We have no comment as the allegations against her are being investigated by another agency.”

Following an incident in her Point Breeze neighborhood, the well-known LGBTQ+ rights activist visited Action News in August 2020. She believes she is being targeted by a violent gang because she is transgender. After that, Stephens gained popularity as an advocate for the LGBTQ+ community, urging Pennsylvania lawmakers to change the state’s hate crime statute to include measures to protect LGBTQ+ people.
Action News was on hand as Stephens and several other activists stood with District Attorney Larry Krasner to help launch the LGBTQ+ Advisory Committee in 2021. The committee was created, among other things, to act as a community resource for victims and survivors.

Stevens juggles a busy schedule of community service and school as she nears the end of her bachelor’s degree in mental health/human services. She serves on the advisory boards of many organizations, including the William Way LGBTQ Community Center, the Mazzoni LGBTQ Health Center, and the LGBTQ Center at CCP. Since 2015, Stevens has co-facilitated TransWay, a weekly support group for trans and gender non-conforming people on William Way.
Stephens received the organization’s New Emerging Leader Award last October. As an intern at Morris Home, a treatment clinic for trans and gender nonconforming people struggling with addiction in Southwest Philadelphia, she also leads support groups and helps with yoga classes.
