Profession

Pathak was appointed IAS in 1990. In 2016, he was part of the excise and prohibition department but was transferred by the Bihar government after the complete prohibition of liquor in Bihar. In 2019, he was appointed as Managing Director of National Highways and Infrastructure Development Corporation Limited (NHIDCL). Later in 2019, he also became CEO of Bihar Foundation and Principal Secretary, Industries Department. In 2021, he was reappointed as Additional Chief Secretary, Bihar Excise and Prohibition Department. He also serves as the Director of Bipard (Bihar Institute of Public Administration and Rural Development).

It can be seen in the video that the deputy collector also tried to apologize to him, but Pathak became very aggressive and kept shouting at him. After the video went viral, the Bihar Administrative Services Association filed an FIR against him, demanding his resignation. Sunil Kumar, Minister for Prohibition, Excise and Registration, Government of Bihar, demanded strict action against him. Pathak’s act was allegedly linked to the death of deputy collector Vivek Kumar. Vivek was sent to Gaya from Dehradun for field training on November 14, 2022, where he died. Pathak was a coach there when he died. On December 5, 2022, 10 other trainees fell ill in Gaya and were taken to the hospital. Barsa complained about Vivek’s death to the chief secretary, but no action was taken against Pathak. On December 10, 2022, Pathak wrote to the chief secretary about state government officials, calling them “undisciplined”, “self-delusional” and having “a strange sense of superiority and self-entitlement”. Rift between KK Pathak and Bihar Education Minister

Bihar Education Minister Chandrashekhar, in a letter to KK Pathak on July 4, 2023, expressed dissatisfaction with the functioning of the department. Pathak, who served as additional chief secretary in the education ministry, implemented a series of changes that angered Chandrashekhar, the education ministry. The changes include scrapping the household registration policy for teacher recruitment and banning the wearing of jeans and T-shirts. In response, Chandrashekhar’s personal secretary sent a confidential letter to KK Pathak, but this backfired and Pathak banned the secretary from the education department. Pathak said the minister’s secretary leaked the letter, which he termed a “yellow letter”, to the media, exacerbating the controversy.
