Javon Reily (32), from Farnborough, Hampshire, appeared in court today charged with four counts of attempted murder.
Reily has been remanded in custody and will appear at the Old Bailey on September 6.
Scotland Yard said police arrested Reily yesterday following a vehicle stop on Chelsea Embankment.
The officers also arrested a 35-year-old woman on suspicion of conspiracy to commit murder and assisting an offender.
The woman has now been released on police bail, a Met spokesman said.
A nine-year-old girl remains in hospital in a stable condition after being seriously injured in a shooting in Kingsland High Street.
The girl’s family has been notified of the charges against Reily.
Three other men who were injured in the shooting have been released from the hospital.
Detective Chief Inspector Joanna Yorke said: “My team continues to work around the clock to establish the facts surrounding this incident.
“The investigation is still ongoing and we are appealing for anyone with information to come forward.
“We are particularly keen to hear from anyone who has information about the identity of the person seen on the motorbike in Kingsland High Street at the time of this offence.
“We understand that people may have concerns about giving details. They don’t have to speak directly to the police.
“I can contact the independent charity Crimestoppers, anonymously, on 0800 555 111.
“Any piece of information, no matter how trivial, can be of vital importance.”
Detective Chief Superintendent James Conway added: “Today’s charges are a significant development in a painstaking and meticulous investigation.
“I would like to acknowledge those from our communities who came forward to speak with us.
“Our thoughts remain with our young victim and her family as they continue to deal with the devastating effects of gun crime.”
It came after CCTV footage showed the moment a gunman on a motorcycle opened fire at a Turkish restaurant.
The girl was sitting in a restaurant having dinner with her family when she was shot.
In the footage, gunshots can be heard ringing out through the streets, before a motorcycle can be heard speeding down the street.
