The St. Charles Sheriff’s Office reported Wednesday that Martha Jessenia Gutierrez Serrano and her mother, Marta Elizabeth Serrano Alvarado, both of Boutte, were taken into custody Tuesday. Each person is charged with one count of tampering with a public document.

According to the sheriff’s office, Serrano Alvarado registered and enrolled her daughter at Hahnville High School for the 2022-2023 academic year. using a fake passport and a Honduran birth certificate.

Sheriff Greg Champagne reported that Gutierrez Serrano told detectives that he enrolled in school so he could learn English.

He wanted to improve his English. He wanted to be fluent in English, according to Mr. Champagne. He added that there was no malicious intent behind it and that it was simply “bad judgment” to falsify official documents to implement it.

The women may have enrolled in general education or English as a Second Language development programs, according to Mr. Champagne, among other options. This is surely a much better alternative, he argued, than falsifying records.

According to the sheriff, Gutierrez Serrano had no disciplinary problems as a student and did not participate in any extracurricular activities.

According to him, “there is no current evidence of any other criminal activity or inappropriate behavior” by any of the women.

The St. Charles Parish School system launched an internal investigation after receiving a tip, according to the sheriff’s office, four days after the end of the academic year on May 25.

According to a statement sent out by the school system Tuesday night, “the school system will improve processes for determining the authenticity of enrollment documents for current and prospective students, and will modify policies and procedures as necessary.”
