South African President Cyril Ramaphosa hailed last week’s trip by African leaders to Ukraine and Russia as “historic”, noting it was “the first time African leaders have embarked on a peacekeeping mission outside ” of the continent.
Did it make a difference because none of the warring parties agreed to peace talks, or was it simply an attempt by Ramaphosa to gain attention on the international stage as South Africa’s difficulties grew?
Late last week and over the weekend, the Africa delegation, which included the heads of state and government of seven nations, met with the presidents of Russia and Ukraine.
The trip, led by Ramaphosa and announced last month, was expected to help end a war that has significantly worsened living conditions in Africa.
The ten-point bid was made by a team from South Africa, Egypt, Senegal, Congo-Brazzaville, Comoros, Zambia and Uganda. That proposal included recognition of the sovereignty of Russia and Ukraine and the continuation of unhindered grain exports.
They called for, among other things, the de-escalation of hostilities, the immediate start of talks, the release of prisoners of war and an increase in humanitarian aid.
Although South Africa reported that Russia and Ukraine have agreed to continue communicating, Russian President Vladimir Putin appeared to reject significant parts of the agreement on Saturday. Ukraine also gave off a neutral atmosphere.
Many African countries, which import goods from Ukraine or Russia, have shortages of grain and fertilizers due to the crisis. As a result, food costs have risen dramatically, especially in Africa.
According to the African Development Bank, the war is directly responsible for the continent’s grain deficit of some 30 million tons.
To allow Ukrainian grain ships bound for Africa to pass through Russian-controlled Black Sea ports, President Putin has threatened not to renew the deal.
Although Putin has previously threatened to do so, if he actually does so this time, he could worsen food shortages on the continent, something African governments are determined to avoid at all costs. Although it is believed that Putin will not carry out his threat, since he needs the support of African nations to avoid diplomatic isolation.
