Mukesh Singh is a 1996-batch Indian Police Service (IPS) officer of AGMUT cadre. He is a highly decorated police officer and has received numerous medals for his services in Jammu and Kashmir. Singh hit the headlines after he was appointed Inspector General (IG) of the Indo-Tibetan Border Police (ITBP) in September 2023.

Mukesh Singh was born on Sunday, January 24, 1971, in the steel city of Bokaro, Bihar (now Jharkhand), India (age 52; as of 2023). His zodiac sign is Aquarius. After completing his education in Bihar, he received his B.Tech degree. After completing his formal education, Singh appeared for the UPSC Civil Services Examination and successfully passed it. Thereafter, he reported to the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad, Telangana, where he underwent the police training module.

On September 4, 1996, Mukesh Singh was appointed as IPS officer in SVPNPA and assigned as AGMUT cadre. Thereafter, he was posted to Raisi and appointed as Superintendent of Police (SP).
He was appointed as the Samajwadi Party in Pulwama when militancy in Jammu and Kashmir was at its peak. There, he played a prominent role in assisting the Indian Army in counter-terrorism efforts. Singh was later posted as the Commanding Officer of the 7th Battalion of the Indian Reserve Police (IRP) stationed in Kankh, Jammu and Kashmir. Later, he served as SP in Srinagar and Poonch. After Mukesh Singh was promoted to Senior Superintendent of Police (SSP), he was sent to New Delhi as a member of the central delegation. There, he was appointed Chief Security Officer (CSO) of the National Human Rights Commission (NHRC) of India. Later, he was posted to Jammu as SSP. After being promoted to the rank of Inspector General of Police (IGP), he was appointed as the in-charge of J&K Armed Police. Thereafter, he was posted to the Police Headquarters (PHQ) as the Inspector General of Police (Personnel).
In 2018, Singh again participated in the central delegation of the National Investigation Agency (NIA). There, he initially served as Inspector General of Investigation and was later appointed as Inspector General of Crime, J&K. In the NIA, he played a vital role in curbing separatist activities in Kashmir by disrupting the funds the separatists received from abroad. He was appointed Inspector General of Police of Jammu region on August 14, 2019, and played an important role in planning the killing of notorious militant Tahir Ahmed Bhat, This resulted in Kashmir’s Shopian and Kishtwar districts being declared terror-free zones for the first time since the 1980s. On January 20, 2021, Mukesh was promoted as Additional Director General of Police (ADGP).
In September 2023, he was appointed by the Indian government as the Inspector General of Indo-Tibetan Border Police. He will hold this position until 2027. The official statement from the Indian government is as follows:

- In 2018, while serving as NIA Governor, Singh accepted Prime Minister Narendra Modi’s Healthy India Challenge. He also nominated colleagues from the National Intelligence Service to participate in the fitness challenge.
