ND Tiwari (Narayan Dutt Tiwari) is a former Indian politician. He was born on 18 October 1925 in Baruti, United Provinces, British India (now Nainital District, Uttarakhand) (aged 93 years at the time of his death). Initially, he was a member of the Praja Samaj Party but later joined the Indian National Congress (INC). Tiwari is the only Indian politician to have served as chief minister of two Indian states, Uttar Pradesh and Uttarakhand. He also participated in India’s independence struggle and spent 15 months in jail. After entering university, he took a keen interest in student politics and was elected president of the Students’ Union of Allahabad University. ND Tiwari was born into a Brahmin landowning family in Baruti village in Nainital district. His father, Poornanand Tiwari, was an official in the forest department of the British government.

In 1954, he married Sushila Tiwari and their marriage lasted until her death in 1993. On May 14, 2014, at the age of 89, he married Ujjwala Tiwari in a wedding ceremony in Lucknow. Ujjwala Tiwari is a retired lecturer. ND Tiwari was in a relationship with Ujjwala since 1960. At the time, her marriage was going through a rough patch. Narayan Dutt Tiwari studied in various schools namely MB School in Haldwani, EM High School in Bareilly and CRST High School in Nainital. He received his MA (Political Science) and LLB from Allahabad University.

His father quit his government job and joined the non-cooperation movement. ND Tiwari and his father were members of the Indian independence movement. On December 14, 1942, ND Tiwari was arrested for writing articles against British policies and sent to Nainital jail, where his father was already incarcerated. After 15 months in prison, he was released in 1944.

ND Tiwari has had a keen interest in politics since his youth. Tiwari joined Allahabad University and became a member of the students’ union. He was subsequently elected as the President of the Students Union of Allahabad University. From 1945 to 1949, Tiwari served as secretary of the All India Students Congress.

In 1990, he was the frontrunner for the post of Prime Minister of India. However, he was replaced by PV Narasimha Rao; he lost the Lok Sabha elections by 800 votes. Although he is a member of the Indian National Congress, in 2017, he supported the BJP just for development.

In 1952, ND Tiwari was elected as MLA from Nainital constituency on the ticket of Praja Samajwadi Party. In 1957, he was re-elected as MLA for Nainital constituency and became Leader of the Opposition in Parliament.

However, in 1963, Tiwari became a member of the Indian National Congress. In 1965, he was elected as a Member of Parliament from Kashpur constituency and was appointed as a Cabinet Minister in the Government of Uttar Pradesh. From 1969 to 1971, he served as the first president of the Indian Youth Congress.

1976 was a fruitful year for him and he assumed office as the Chief Minister of Uttar Pradesh in January. From 1979 to 1980, he served as Finance Minister and Parliamentary Affairs Minister during the Chaudhry Charan Singh government. In August 1984, he served as the Chief Minister of Uttar Pradesh for the second time.

In June 1988, Tiwari began his third term as Chief Minister of Uttar Pradesh. However, in 1994, he resigned from the Indian National Congress.

In 1995, he formed his own All-India Indira Congress Party (Tiwari) with senior Congress leader Arjun Singh. In 1996, ND Tiwari was elected to the 11th Lok Sabha. In 1997, he rejoined the Indian National Congress and was elected to the 13th Lok Sabha in 1999.

In 2002, ND Tiwari became the Chief Minister of Uttarakhand and in August 2007, he was appointed Governor of Andhra Pradesh. However, he resigned from this position on December 26, 2009, citing “health reasons”.

  • In 2008, Rohit Shekhar Tiwari filed a paternity test claiming that ND Tiwari was his biological father. A DNA test was conducted and it was later proven that Tiwari was Rohit’s biological father and Ujjwala Tiwari was Rohit’s biological mother. On March 3, 2014, ND Tiwari admitted that Rohit Shekhar was his son. “I have accepted Rohit Shekhar as my son. The DNA test also proved that he is my biological son,” he said.

Narayan Dutt Tiwari passed away on October 18, 2018 at Max Super Specialty Hospital, New Delhi due to chronic illness. He is 93 years old. On September 20, 2017, he also suffered a stroke.
