Azinger was born on January 6, 1960, in Holyoke, Massachusetts, to Ralph, a United States Air Force navigator turned businessman. He started playing golf at the age of five. Ralph started the marina after retiring as a lieutenant colonel in 1972, and Paul spent his summers pumping gas and painting boats.
He attended and graduated from Sarasota High School when his family moved to Sarasota, Florida. In the late 1970s, Azinger attended Brevard Community College. He found more time to practice his swing while there, playing on the team as a rookie and finding a summer job at Bay Hill Golf Academy in Orlando, which gave him extra time to practice. The internship led to various opportunities, including a scholarship to Florida State University in Tallahassee.
