Premoday Khakha was born in 1972 (51 years old as of 2023). He is from Ranchi, Jharkhand. Premoday studied at Dr. Ram Manohar Lohia Shramik Higher Secondary School, Gatotand, Jharkhand, from May 7, 1985 to April 1, 1987. He received his BA (Hons) degree in Geography from St. Columba’s College, Hazaribagh (1987-1992) in Jharkhand. He received his Master’s degree in Social Work from Delhi University (1994-1996).

In October 1998, Premoday was appointed as Welfare Officer/Probation Officer, Ministry of Women and Child Development; Khakha continued in this position till November 2010. From February 2011 to August 2011, he served as Director/Director, Office, Juvenile Justice Commission, Delhi. In March 2017, he was appointed as Child Development Project Officer, Office of Ministry of Women and Child Development (North), Gulabibagh, Delhi. Premoday Khakha became the Superintendent/Head of Juvenile Justice Board Level I and III and Boys Observation House Level II at Sewa Kutir Complex, Kingsway Camp, Delhi in August 2017. In October 2019, he was appointed Assistant Director of Litigation and ICDS. Khakha became the Officer on Special Duty (OSD) of the Delhi government in March 2022. On August 21, 2023, Khakha was suspended from her post as Assistant Director, Women and Child Development Department for sexually assaulting a minor.

Arrested for rape and criminal conspiracy
On August 21, 2023, Premoday Khakha was booked by the Delhi Police for raping the minor daughter of her deceased friend for several months. He was charged under sections 376(2)(f) (rape), 509 (outraging modesty of woman), 506 (criminal intimidation), 323 (causing hurt), 313 (without permission) of IPC. She was arrested under Section 120 B (which includes criminal conspiracy in addition to Sections 6 and 21 of the Pokoso Act). Kaka’s wife Seema Rani was also charged with abetting the crime and committing a crime. Victim was arrested for providing abortion pills.

In 2020, Khakha met the girl and her parents at a church in Burari, Delhi. As the family bond grew, the girl began calling Khakha “mom” (uncle), while her mother considered Khakha a brother. After the girl’s father died, her mother entrusted her daughter to Kaka’s care, hoping that changing the environment would be beneficial to her mental health. Premoday reportedly took the girl home on October 1, 2020; however, the girl’s health did not improve during her stay, and she returned to her mother in January 2021. Her mother sought medical attention after noticing her deteriorating health, which resulted in the girl being sexually assaulted multiple times by Kaka. When informing her mother about the attack, the girl mentioned that Kaka’s wife had provided her with medication to terminate the pregnancy after the attack. Soon after learning about the incident, the girl’s mother lodged a complaint against Kaka.
