Rahul Navin is a 1993 batch IRS officer. He joined the Enforcement Directorate (ED) in 2019. Thereafter, he headed the Enforcement Directorate headquarters unit responsible for investigating all sensitive cases and intelligence inputs.
He served as the chief vigilance officer at ED headquarters. Navin was appointed as Acting Director of ED on September 15, 2023, upon the completion of the tenure of Sanjay Mishra. Naveen will reportedly hold the position until a formal director is appointed or further orders are received. Previously, he served as Special Director of ED.

- Rahul Navin’s appointment as director of education is closely watched by the central government, which is reluctant to let Mishra retire. During Mishra’s tenure, the ED was said to have been very active in opposing politicians, mostly from opposition parties. The ED uncovered numerous cases of money laundering and several politicians were jailed for alleged financial crimes. Mishra was appointed as ED director for a period of two years before the end of his term in 2018. At that time, his terms of service were amended to extend his term by another year. In September 2021, the SC, while allowing the extension, called it “rare of rare” but said no further extension would be granted to the director. To overcome the 2021 Supreme Commission judgment, the government made changes in the Central Vigilance Commission Act and other laws. The amendments allow for annual extensions of up to five years. Interestingly, on July 11, 2023, when the court resolutely implemented the judgment, the government approached the court again. During the hearing, the SC questioned whether the Center sought extension for the officer and asked whether the entire department, apart from Mishra, was “full of incompetent people”. However, the government sought an extra month and a half for Mishra citing the FATF review. FATF is an international terrorist financing watchdog. After a fourth extension as emergency department director, Mishra will retire in September 2023, entering his fifth year in office.
