Rakesh Pal is an Indian four-star admiral in the Indian Coast Guard (ICG). In July 2023, he made headlines after he was appointed as the 25th Chief of the Indian Coast Guard. Parr also became the first co-pilot in the ICG to qualify as a gunner.

Rakesh Pal was born in Uttar Pradesh, India. After completing his formal education, he joined the Indian Naval Academy (INA) at Ezhimala, Kerala. He completed his military training there and joined the Indian Coast Guard as Assistant Commandant (AC) in January 1989.

After joining the ICG, Rakesh Pal attended a professional course in Guns and Weapons Systems at the Indian Naval School Dronacharya in Cochin, Kerala and completed an Optoelectronic Fire Control Solutions course in the UK, thereby qualifying as the first gunner of the ICG. During his career, he has held important positions including Commander, Coast Guard Area (North West), Gandhinagar, Deputy Commissioner (Policy & Plans), Coast Guard Headquarters, New Delhi and Additional Commissioner, Coast Guard.
Additionally, he has held various positions including Director (Infrastructure and Engineering) and Principal Director (Administration), Coast Guard Headquarters, New Delhi. Rakesh Pal also has extensive maritime experience and has led operations of various classes of ICG ships; ICGS Samarth, ICGS Vijit, ICGS Sucheta Kriplani, ICGS Ahalyabai and ICGS C-03. Pal also commanded two Coast Guard bases in the forward areas of Awka and Vadinar in Gujarat.
In February 2022, Rakesh Pal was promoted to the rank of Additional Director General (ADG) and assigned to Coast Guard Headquarters, New Delhi. In February 2023, he was appointed as the Director General (DG) of the Coast Guard.
Under his leadership, the Indian Coast Guard conducted numerous operations and exercises. These activities include seizure of drugs and illegal substances and seizure of valuable gold worth millions of rupees. They also conducted rescue missions to sailors caught in severe cyclonic storms, conducted joint exercises with foreign coast guards, conducted anti-poaching operations, provided humanitarian assistance during cyclones and other natural disasters, and conducted coastal security exercise. On July 19, 2023, the Ministry of Defense (MoD) appointed him as the 25th Director General (DG) of the ICG. Rakesh Pal said in an interview,
It is a great honor for me to take over as the 25th Director General of the Indian Coast Guard. My first priority is to ensure that we will fulfill our responsibilities under our Coast Guard Charter of Responsibilities. We will ensure seamless surveillance and coastal security. We have very good synergy and coordination with multi-stakeholder agencies. We look forward to ensuring that coastal safety agencies comply with existing standard operating procedures. “
