Political career
He began his political career in 1973 when he became the student union secretary of Government Science College, Bangalore. He is also a member of Bangalore University Students Union. While in college, he participated in many organizational activities. In 1973, when he joined NSUI, he attended the NSUI National Convention held in Thiruvananthapuram, Kerala. In 1977, he became the President of Bangalore University Students’ Union. In 1980, he became a member of the Senate and Finance Committee of Bangalore University. From 1983 to 1988, he served as the corporator of Mahanagara Palike, Bangalore. In 1985, he became the Chairman of Jayanagar Block Congress Committee. In 1989, he was elected to the Legislative Assembly from Jayanagar constituency. In 1990, he became a member of the Karnataka Congress Committee and worked there till 2018. In 1992, he became the Karnataka Finance Minister, Large and Medium Industries and APMC. In 1993, he was elected as the chairman of the Agricultural Products Marketing Committee. In 1994, he was elected as MLA from Jayanagar constituency. From 1998 to 2008, he served as Chairman of the Bangalore Urban District Congress Committee. In 1999, he was re-elected as MLA from Jayanagar constituency. In 2001, he became a member of the All India Congress Committee. In 2002, he became the Food and Civil Supplies Minister of Karnataka. In 2004, he became Karnataka Minister for Primary and Secondary Education and Sarkara. In 2008, he was re-elected as a provincial councilor for the BTM constituency. On May 18, 2013, he took office as Karnataka Transport Minister.
